Summary	This proposal seeks to perform basic research to improve the random sampling techniques currently under development by the Naval Postgraduate School and separately being funded by the NSF. Research performed under this proposal will not be integrated into the random sampling tool under development by NPS within the period of performance, but - if successful - will progress to the point that it could be incorporated into the random sampling tool within one or two years' time.
