Summary The Naval Aviation Enterprise (NAE) is tasked with providing sufficient numbers of aircraft to meet readiness and operational surge requirements. This study seeks to improve NAE readiness as defined by the number of mission-capable (MC) aircraft available for operational tasking. Over the last ten years, the number of mission-capable aircraft has steadily declined despite increases in funding and the utilization of the Performance/Pricing Models (P/PMs). In conjunction with N-81's efforts to drastically improve these MC rates, we aim to develop of a parametric model for the variable portion of the Cost Per Flying Hour (CPH) of military aircrafts. We propose to expand upon the foundational Total Readiness Integration Model, Aviation (TRIM-Aviation) framework developed under the FY19 Naval Research Program to integrate NAE-related P/PMs. Using Model-Based Systems Engineering (MBSE) approach, we will conduct a quantitative analysis of the inter-model relationships to determine mathematical relationships and contributions of each modelâ¿¿
along with manpower fundingâ¿¿to MC outcomes, to better inform Senior Leaders of the available trade space and implications of potential alternatives upon readiness outcomes. We seek opportunities to identify and define bounding constraints and create a mixed integer, linear program model of the F/A-18 flight hour program. Our goal is to create a foundation for the sponsorâ¿¿s goal of modeling readiness impacts of specific funding decisions to best address current and future requirements.
