Summary As the conflicts in Iraq and Afghanistan wind down, there comes a period of appraisal. What constituted progress? Which units performed well? What lines of operation were effective? How should our future force structure and technology choices be impacted? What aspects of victory, if any, were won? Current opinion varies widely on this question, and the divergence of positions reveals the more troubling fact that there is no consensus on how to assess these wars.
