Summary Under this proposal the NPS's Hastily Formed Networks (HFN) Research Group will continue to be the DoD-CIO Information Enterprise Strategy and Policy global lead for an initiative which the DoD-CIO started in FY 2012. The initiative is to work with the Inter-Agency, NGO and 10 communities to create and assess information sharing capabilities among all early ICT responders by creating Rapid Technology Assessment Teams (RTAT). RTAT is a Naval Postgraduate School HFN Research Group creation (under direct financial sponsorship of the DoD CIO Office) for the global disaster early response community to create as a closely aligned group the capability to conduct disaster scene assessments of information and communication technology (ICT) immediately after a major disaster. The concept includes organizing the deployment of small multi-agency, multi-organizational (global) assessment teams to conduct general ICT assessments with the assumption that ICT capabilities and status in the first few days to weeks after a major disaster are critical enablers for the sharing of information and thus essential to overall mission success.
