Summary | Effective disaster response requires effective command, control and communications (C3). Although this may seem axiomatic (see, for example, Drabek, 1985), it is also true that under most disaster scenarios, particularly large-scale events, effective C3 is extraordinarily difficult to establish and maintain (Larson et al., 2006). Disruption of the power grid and major lines of communication leave few options for emergency responders to coordinate efforts in dealing with first-order problems (e.g. fire fighting, evacuation and rescue). Significant damage to the infrastructure and prolonged interruption of conventional C3 processes significantly inhibits the effective allocation and deployment of medical treatment, humanitarian aid and disaster relief (Harrald, 2006). When emergency responders most need effective C3, they are least likely to have it (see, for example, Moynihan, 2009). Research conducted for DHS in the 2011-2012 budget years yielded a prototype of the Independently Powered Command, Control and Communication System which integrated a mobile virtualized data center (Barreto, 2011) into the existing Hastily Formed Network (Denning, 2006) architecture. This follow-on research will further refine the Emergency Operations Center (EOC) in a box component which was delivered to the Monterey County Office of Emergency Services as on component of the first of its kind Independently Powered Command and Control Communications System (IPC3). |
