Summary	We propose to employ sequential play, two-person zero-sum game theory, coupled with standard electric power models, to identify vulnerabilities in the electric power infrastructure in and around Vandenberg Air Force Base. The research will also provide guidance on mitigation measures, and evaluate measures externally proposed by the Department of Defense.
