Summary The Navy’s current enlisted assignment and career management system is a combination of voluntary & involuntary elements. The Navy needs a market process that is capable of meeting Navy’s job and career needs while also meeting the desires, preferences, and aspirations of individual Sailors. 2018 research update earlier work on the enlisted assignment process, including two-sided matching, optimization, and the Navy's current auction-based Assignment Incentive Pay (AIP) program, and developed market-based assignment courses of action. This research will continue that analysis, as required, and develop a pilot enlisted detailing market based on the preferred COA and a sponsor selected community or communities. Particular emphasis will be placed on collecting, consolidating, mining, and protecting the data needed to implement the detailing marketplace, including leveraging AI platforms against manpower data sets and encoding Sailor record data using "blockchain" structure. We will also explore how the Navy might incorporate non-monetary incentives to encourage sailors to choose the billets for which they are most qualified.

We will assemble a team of faculty from across NPS, as needed to address the questions posed in this research. This will be coordinated with the project sponsor.

FY19 Summary report will incorporate each quarters design elements for improved Navy detailing marketplace (data management, decision support and economic incentives).
