Summary The purpose of this statement of work is for the development of a training course - E682 Emergency Management in the 21st Century. This course will be delivered in a resident or off-site resident classroom setting as an instructor-led activity. The second in-residence period provides the historical and cultural perspectives in the 21st century, focusing on emergency management from the middle of the 20th century to 2001 and then the historical forces that spurred changes in US strategy, policy and organizational design since September 11, 2001. One must know where we have been to understand where we are heading. Technical and operational issues of the emergency management enterprise will be explored and analyzed in order to create an understanding of the link between policy and action and vice versa. While the first in-residence session was focused on "leadership" dimensions, this week focuses on the emergency management discipline itself.
