Back Investigation into the True Systemic Benefits of Full Ship Shock Trials

Summary The inability of Navy ships to perform their mission in a combat environment due to shock induced failures resulting from underwater explosions (UNDEX) is unacceptable. Non-contact explosions can seriously damage shipboard equipment, so it is critical that surface combatants are shock hardened as outlined in OPNAVINST 9072.2A. There are three options presented in this governing document in order to meet this requirement, a) Full Ship Shock Trials, b) Ship Shock Test Supplemented with Modeling and Simulation and c) Enhanced Shock Qualification, Surrogate Testing, and Modeling and Simulation.
Over the last four decades, the first of these three options, the full ship shock trial (FSST) has been exercised, and is considered the traditional means for providing a verification of surface ship shock hardness. The first of class ship shock trial, conducted at sea and underway with a fully manned crew requires extensive preparation of a newly completed vessel and takes it out of the operational cycle during the preparation, testing and recovery phases of the UNDEX event.
However it still remains unclear as to what the true systemic benefits of the FSST, with its hefty costs and impact on schedule are, and why the other options have not and are not being exercised in its place? This investigation aims to provide a technically based answer, supplemented with a cost estimates and analysis for determination of the most beneficial and cost-effective integrated ship system shock hardness assessment for new surface ship designs hitting the Fleet.
