Summary This project will assess the issues that arise if control of energy resources, or the rights of buyers and sellers in the energy marketplace, become casus belli in themselves, or explicit objects of coercive strategic behavior by governments. This project will produce a report and briefing for the sponsor on this issue to inform their interests in the impact of changes in the supply of energy on patterns of international conflict and alignment, and on the strategic behavior that underlies these. The project will involve travel by the PIs to DC to brief the sponsor and a workshop hosted at the Naval Postgraduate School, bringing in experts to present and write on the topic, eventually producing a book.
