Summary | This work will introduce synthetic multilayer models for networks representing an organization's capabilities. The model is then used to match those capabilities to environmental characteristics, informing the identification of surplus or deficit capability. Surplus capacity may indicate an asymmetric operational advantage for the organization in the environment, while capability deficit may indicate risks to be mitigated. |
