Back AoA Paradigm for Early Visibility of Logistics and Cost in the Acquisition Process

Summary The DoD Acquisition System comprises three interconnected stages that start with specifying requirements – a procedure called Joint Capabilities integration and Development System (JCIDS). The second stage, called Acquisition Process, determines appropriate materiel solutions for the requirements. The third stage is concerned with funding activities contained in the Planning, Programming, and Budgeting Execution (PPBE) Process.

Most of the decisions that have long term sustainment, readiness and logistic implications are taken at the second stage, where materiel choices are made. The overarching process dominating this stage is the Analysis of Alternatives (AoA) that, in general, trades off effectiveness of a materiel solution with its cost. The proposed research will focus on the AoA process and recommend structural changes to its current form and practice that enhance visibility to and awareness of sustainment and logistic effects early in the decision process.

Objectives: Identify the parameters in the AoA that mostly affect sustainment, readiness and logistics (SRL); Map these parameters in conjunction with other (e.g., effectiveness) parameters; Restructure the AoA to reflect early visibility of SRL-related issues; Determine the milestones at which sustainment-related issues should be highlighted to stakeholders and decision makers. A final report and brief that summarize the main results and insights will be provided.
