A Message from the Honorable Thomas W. Harker, Acting SECNAV

April is Sexual Assault Awareness and Prevention Month. This month, and every month, we must work together to focus on the prevention of sexual assault and building a safe environment for our Marines, Sailors, and civilians. It is a personal priority of mine to ensure that we promote a climate of trust, respect and inclusion. Our focus must be on recognizing and stopping destructive behaviors early and consistently, so leaders can take appropriate action.

To assist leaders in this effort, we have developed The Watch List: Top Five Signals of Risk for Sexual Assault, a research-driven tool that outlines five of the key destructive behaviors that may increase risk for sexual assault to include sexual harassment, gender discrimination, lack of responsibility and
intervention, lack of respect and cohesion, and workplace hostility behaviors. Keep an eye out for these behaviors, and speak up when you see them; research proves that these behaviors lead to an increased risk for sexual assault.

Information on The Watch List is currently available at https://portal.secnav.navy.mil/orgs/sapro/SitePages/home.aspx or by reaching out to office_don_sapro.fct@navy.mil.  During Sexual Assault Awareness and Prevention Month, we call attention to this critical tool. Further, the behaviors outlined in The Watch List align with the Defense Organizational Climate Survey (DEOCS) and can be used to assess results of the force-wide command climate survey underway during April 2021.

For those Marines and Sailors who experience sexual assault, we stand ready to provide assistance. The Sexual Assault Prevention and Response (SAPR) program provides eligible adult sexual assault victims the opportunity to formally report these crimes and receive supportive services. Our SAPR Victim Advocates and Sexual Assault Response Coordinators are also able to provide resources and confidential reporting options.

Confidential assistance is also available 24/7 from the Department of Defense Safe Helpline at (877) 995-5247 or www.SafeHelpline.org. Civilian employees can receive assistance 24/7 from the Department of the Navy Civilian Employee Assistance Program at (844) 366-2327.

It is on all of us to eliminate sexual assault in our military. An engaged force at all levels is our greatest weapon against sexual assault. We need your commitment to set the tone, model the right behavior, and recognize and immediately address improper behaviors. Sexual assault is wrong and it is a threat to our national security. Protecting Our People Protects Our Mission.

VFW Issues Up Front: Mental Health and Military Spouses

The VFW published an article in their monthly magazine that discusses how the pandemic has impacted the wellbeing of military spouses. Its said that most military spouses are suffering significantly from mental health issues. Approximately 84 percent had "increased feelings of isolation."

NSA Monterey: A No Drone Zone

Naval Support Activity Monterey is a “NO DRONE ZONE." NSA Monterey does not allow any drone overflight of Navy properties or drone launches from inside the base fence line without specific approval from the Commanding Officer. Drones approved for flight must follow all FAA altitude restrictions.

It is also illegal to surveil or photograph a military installation without permission from the Commanding Officer.

Sexual Assault Awareness and Prevention Month (SAAPM) Proclamation Signed by NSA Monterey Commanding Officer

NSA Monterey (NSAM) Commanding Officer (CO) Capt. Paul Dale signed a proclamation March 17 that set the tone for ongoing prevention of and response to sexual assault within the Naval enterprise. The annual campaign begins April 1 and was created to raise awareness about the fact that sexual assault (and harassment) is a violent crime that strikes at the core values of the US Navy.

The CO said SAAPM is an opportunity to highlight the installation's year-round commitment to the Sexual Assault Prevention and Response (SAPR) Program and offer a collaboration of innovative ways to establish prevention practices.

"I have read the Proclamation and signed it in recognition of these efforts, and fully support the NSA Monterey SAPR team," Dale said. "I appreciate their dedication in helping those greatly affected by this heinous crime."

Secretary of Defense Lloyd J. Austin III, upon taking office, stated that a commission would be formed in the near future to examine the problem of sexual assault in the military. Addressing the issue of sexual violence was his first directive on his second day in office. He asked the services to provide him input on what they felt they were doing right, what they needed to improve and ideas they had going forward.

Every year in April is dedicated to raising awareness about the issues of sexual violence that still permeates the military ranks. In aligning with the US Navy's call to action of "Respect. Protect. Empower," Dale stressed that at all times there must be commitment to treating others with respect; protecting one and other from harm and retaliation through active intervention; and empowering all to speak up and intervene.

Restart of Indoor Religious Services at NSAM Chapel

Indoor religious services at NSAM’s Chapel onboard the installation for military personnel, DoD civilians, retirees, and associated family members restarts Sunday March 28, 2021.

 The Religious Ministry Team will disseminate more details leading up to 28 March 2021.

 Nonetheless, services are to be conducted much the same as the few weeks back in October 2020 to include Chapel capacity for indoor services is limited to 25 percent of building fire code in both Health Protection Condition (HPCON) CHARLIE and HPCON BRAVO.

The Chapel capacity is codified as 350.  Thus, maximum capacity for indoor Chapel services is set at 25% rounded down to 87.

Chief Mathew Olson Receives End of Tour Award

NSAM Commanding Officer Capt. Paul Dale presented Chief Petty Officer Mathew Olson with an end of tour award today during a small ceremony on board the installation. While at NSAM, Olson provided support to the command's religious ministry program. He and his family, with a dual military spouse, are headed to  Augusta, Ga. Best of luck in your next adventure Chief Olson!

NGIS Employee Recognized As "Associate of the Year (Runner Up)" Navy Lodging Employee Recognition Program 

Gregory Sperry, a Non-Appropriated Funds (NAF) Employee, was recognized as Associate of the Year (Runner Up) in the Navy Lodging Employee Recognition Program during a ceremony held today at Naval Support Activity Monterey (NSAM). NSAM Commanding Officer Capt. Paul Dale presented Sperry with an award for his superb professionalism, devotion to duty and all-around outstanding performance.

Nominations for the Navy Lodging Employee Recognition Program are made by each property within the Region, which nominates up to two people for each award category. Associate of the Year is one of eight categories under the Program.

“Having served in the Marine Corps, it is an honor to receive this award and serve the many military branches that pass through our base,” said Sperry.

“My recommendation for those interested in being nominated is work hard, be patient, and good things will come.”

Commander, Navy Installations Command (CNIC) Fleet and Family Readiness established the Navy Lodging Employee Recognition Program, which recognizes NAF or Foreign National lodging employees with at least 12 continuous months of employment who, through inspiration, personal initiative and demonstrated leadership, have made noteworthy contributions to the Navy Lodging Program through Navy Gateway Inns & Suites, Gateway Inns & Suites and Navy and Marine Corps Fisher House programs

A CNIC Fleet and Fleet and Family Readiness review board nominates and selects awardees and one runner up in each category. The selectee receives a $1,500 cash award; the runner up receives a $750 cash award.  All nominees receive a Letter of Appreciation from CNIC and receive an award plaque and letter.

Trident Room & Rose Garden Reservations - Acuity App Discontinuation June 5

Acuity app discontinuation will occur for Trident Room and Rose Garden after Sat., June 5.

Customers who had or intend to make use of the Acuity App between now and June 5 will secure themselves a reservation for an indoor table for the requested reservation time/date.

However, if a customer does not arrive within 15 minutes of the App reservation time/date, then the reservation will be forfeited and the customer may have to wait for seating.

If  the Acuity App is not used by a customer for a reservation this weekend, then a customer may have to wait until seating becomes available.

Upcoming CYP Monthly Teen Virtual Meetings

The Child Youth Program (CYP) will be hosting a series of monthly Teen Virtual Meetings May 14, June 11, July 9 and Aug. 13. Meetings will run from 3:00 PM - 5:00 PM (PST)

NSA Monterey Commanding Officer Capt. Dale, Sexual Assault Response Coordinator (SARC) Jen Schoen, Sexual Assault Prevention and Response (SAPR) unit victim advocates and Fleet & Family Support Center (FFSC) staff, ask you to join them in the “Pinwheels for Prevention” effort this April to help raise awareness, change the culture and support sexual assault survivors. SAAPM Going the Distance Challenge April 1-30

A Message from the NSA Monterey Sexual Assault Response Coordinator:

Every April, the Department of Defense recognizes Sexual Assault Awareness Prevention Month (SAAPM). This year in 2021 we are “Going the Distance” to recognize those who have suffered.

In fiscal year 2019, there were 7,825 reports of sexual assault across the military. For this years SAAPM, we are running or walking a mile for each one of those reports.

“Going the Distance” symbolizes each participant taking a step for each victim, letting the survivors know we are all joining their journey to healing, and the lengths we have to cover to eradicate sexual assault from our ranks.

How to join the “Going the Distance” challenge:

1. Download Nike Run Club Application and create an account (free of charge)

2. Search for friends and add “Going the Distance from Coast to Coast” as a friend

3. Once the event organizers accept your request, they will send an invitation to join the challenge

4. Whenever you go for a run or a walk in the month of April, open the Nike Run Club application & “Start a Run” to log your miles

5. Invite your friends and family to join us!

Starting April 1, the NSA Monterey Main Gym and NOFFS Zone will be OPEN to active duty dependents 15 and up.

Dependents may use the facility from 8:00am to 3:30pm. Wearing a cloth face covering is mandatory at all times, including during aerobic activities.

This is an opportunity for military connected Middle and High School students to come and enjoy some lunch, meet some new friends and participate in pick-up basketball and volleyball games.

NSAM Beach Property Clean-Up
Fri., April 2, 1300-1500

Please join us for the Navy Dunes Clean-Up. The quarterly cleaning, held on Fri., April 2 from 1300-155, gathers volunteers at the 55-acre tract of beachfront land directly across Del Monte Ave. from the NSAM installation. Many transients use the area and leave behind liter.

All are encouraged to participate and volunteers will be provided with gloves and trash bags. Please wear closed-toe shoes, long pants and sunscreen.

Half-Staffing of the National Flag

At the direction of the President of the United States, and as a mark of respect for the victims of the senseless acts of violence perpetrated on March 16, 2021, in the Atlanta metropolitan area, the flag of the United States shall be flown at half-staff beginning immediately until sunset, March 22, 2021.  The flag shall be flown at half-staff on all Department of Defense buildings, grounds, and naval vessels throughout the United States and abroad.

Gate Questionnaire Suspended

Effective immediately, NSAM will no longer require questionnaire upon entering the installation. In addition, all 3 turnstiles on the Main campus are now available for pedestrian access onto the base for personnel whose CAC has been enrolled at the Visitor Control Center.

12/18/20:

La Mesa Housing Area Christmas Parade TODAY!

The Christmas Parade will take place TODAY, December 18, and will start at the La Mesa Housing Area.  The Parade will start in front of the La Mesa Community Center at approximately 1645 Hrs.  The parade at the La Mesa Housing Area should last approximately 1 hour. The Christmas Parade at the Presidio of Monterey / DLI, will start at approximately 1800, in the parking lot of the Tin Barn.  The parade on POM / DLI should last approximately 10-15 minutes. The Christmas Parade at OMC, will start at approximately 1830, and should last approximately 2 hours.

Coping with the Holidays and COVID Parenting Workshop: Tues., Dec. 15 at 1600

Looking for ways to "parent through COVID, the holidays and beyond?" The U.S. Army Family Advocacy Program (FAP), New Parent Support, the Garrison Chaplain, and the Pediatrics Clinic are co-facilitating an online MS Teams class Tues., Dec. 15 starting at 1600. The event will focus on support for parents through the holidays and discuss how to cope with the unique challenges of COVID for families.

Topics include:

* How to support your children’s coping
* Helpful vs unhelpful coping strategies
* How to manage anxiety: your own and your children’s
* Managing the holidays as a family
* Self-care and spirituality
* Medical concerns related to COVID
* Family resources
It's available to both MILITARY and CIVILIAN parents!


12/11/20: 
Scheduled Power Outage at Pines Golf Course, Adjacent Labs, RV Park

PG&E has been approved to conduct an electrical power outage that will affect the Pines Golf Course, Energy and Energetics Labs as well as Navy Getaway RV Park located next to the golf course on Wed., Dec. 23 from 0700 to 1700.

The scheduled outage will enable PG&E crews to perform maintenance on the substation which services the facility. 

The Pines Golf Pro Shop and Grill will be closed coinciding with the outage; however the course will be open and accepting green fees and cart rentals via the handheld Point of Sale unit.

ITACS will have full uninterrupted UNCLASS computing including high performance computing available on generator.


12/07/20:

NSAM Beachfront Property Clean-Up Event This Friday!

Naval Support Activity Monterey (NSAM) will hold its quarterly clean-up event Fri., Dec. 11, from 1300-1500 to clear out trash and dumping that takes place around the installation’s beachfront property located across from the main base and next to the Monterey Recreation Trail. The Navy dunes area is a 55-acre tract of land directly across Del Monte Avenue from the NPS campus. Transients use the area and we will be cleaning litter left behind.

There will be a safety brief at the beginning and gloves and trash bags will be provided. Please wear closed-toed shoes, long pants and sunscreen.

There will be a scheduled electrical outage this Sat., Dec. 5. Please see the following locations and times for specifics:

BLDG 290:  Café Del Monte/Love Shack
BLDG 302:  Glasgow Hall
BLDG 310:  Reed Hall
BLDG 339:  Dudley Knox Library

There will be a final electrical outage on NSAM main site / NPS campus -- in order to complete a preventative maintenance project by way of switch replacement -- is planned for Sat., Dec. 12.

There are several COVID-19 pop-up testing sites available. Please see the following dates and locations:

11/23/20: 

NSAM Religious Ministry Program to Offer Online Sunday Services

The Naval Support Activity Monterey (NSAM) Religious Ministry Program will be hosting virtual Protestant Services and Catholic Mass.

A virtual Catholic Mass will begin this Sunday, Nov. 22 from 1130-1230. Father Castro will present Catholic Mass via Facebook Live.

In addition, Chaplain Giralmo will provide a weekly sermon via video, which will be available for viewing.

Please note: The Sunday Mass will be hosted Live and will NOT be available AFTER Mass has ended. Please plan accordingly. However, the weekly Protestant sermon will be posted on or before each Sunday and will be available for viewing at any time.
