Professor Jon Czarnecki has taught Joint Maritime Operations for thirteen years in the U.S. Naval War College program at the Naval Postgraduate School.  Prior to that, he served as Senior Army National Guard Advisor to the Naval Postgraduate School, Monterey, California.  Dr. Czarnecki has taught and conducted research at State University of New York at Buffalo, State University of New York at Albany, American Military University, National Louis University and the National Defense University.

Dr. Czarnecki holds a M.A and Ph.D. in political science and applied statistics from the State University of New York at Buffalo and a B.S. in social science and industrial management from Clarkson University.  He is a graduate of the U.S. Army Signal School, the Army War College Defense Strategy Program, the Joint Forces Staff College, the Defense Resources Management Institute, and the Naval War College.  He holds certification in strategic planning, facilitation, quality management, and business reengineering.   He has taught courses on Legislative Affairs, Systems Theory, Social Statistics, Public Policy Analysis, Environmental Politics, Strategic Planning, International Relations, Globalization and Governance, Resource Management and Joint Operations at the undergraduate and graduate levels.

Dr. Czarnecki has published over 30 articles on various professional subjects.  His research interests involve the role of information in operational warfare, explaining the success and failure of joint operations, and the implementation of the new science as foundations of operational art.

Colonel Czarnecki retired in 2001 after 27 years of active and reserve duty.  He commanded signal units at the tactical level and served as staff officer on intelligence, personnel and logistics staffs at the group level. He has served as staff chief of long range planning and intelligence for the National Guard Bureau and secretary to the general staff of the same organization.   His last major staff assignment was chief of the Army National Guard Program, including the force structure of 400,000 soldiers and $36 billion worth of pay, training, operations and maintenance, construction, and procurement.    

Colonel Czarnecki’s personal awards include the Defense Meritorious Service Medal, four awards of the Meritorious Service Medal, two awards of the Army Commendation Medal, four awards of the Army Achievement Medal, and several campaign and unit awards.  Professor Czarnecki is married with five (grown) children.
