Paul Chatelier, a retired Naval Medical Service Corp CAPTAIN, having served as a Navy Aviation Psychologist for over 24 years. His responsibilities included managing and directing research, development, and application of human factors, modeling and simulation and education and training programs for the DoD defense science and technology R&D. His military service included Naval laboratories, Naval Air Systems Command Headquarters, and the Office of the Secretary of Defense Research & Engineering where he was responsible for human systems R&D. He is currently a Research Associate Professor at the Naval Postgraduate School’s Modeling and Simulation Institute (MOVES).He brings a broad base of experience through his work at DARPA, the White House Office of Science and Technology Policy, the DoD Education Activity, the Office of Naval Research, and as a current USA NATO delegate to the Human Factors and Medical Panel (HFMP). Much of his current work is on strategic analysis and planning of the DoD technical and organizational programs related to simulation and training. He is active in guiding and mentoring JR officers to become M&S professionals. He currently represents NPS on the ASD HA Joint Program Committee for the use of M&S for medical education and training (JPC-1). He also serves as an advisor to the OR Department's HSI courses and interfaces with N1 on this matter.
Intelligent Tutoring Systems, Advanced Distributed Learning and JPA for maintenance with a focus on Live, Virtual and Constructive systems the technical gaps existing in M&S related to LVC.
Human Factors and Human Sciences as it relates to synthetic environments for assessing human performance. His knowledge on DoD S&T leadership, their policy and intraNavy methods for assessing S&T impact makes him a valuable asset to NPS.
