Overview

Philip J. Candreva has been a senior lecturer of budgeting and public policy at the Naval Postgraduate School in Monterey, California since 2006. Prior to joining academia, he served 22 years as a Navy Supply Corps officer, retiring at the rank of Commander. He earned a BS in economics, an MS in public financial management, and a JD (law). His teaching and research interests are in the areas of public budgeting (particularly for national defense), congressional oversight of defense through the budget, and the intersection of law and public administration. Among his intellectual contributions is the textbook, National Defense Budgeting and Financial Management, now in its second edition published in 2024, and peer-reviewed journal articles in Public Administration Review; Public Budgeting & Finance; Journal of Public Budgeting, Accounting, and Financial Management; Public Finance & Management; and Armed Forces & Society. He is recognized as a defense management expert by the Defense Management Institute (https://www.dmi-ida.org/).
