Mr. Beard is a graduate of the United States Naval Academy and was commissioned a 2nd Lieutenant, U. S. Marine Corps in 1968. In 1970 he concurrently earned his aviator wings as well as a Masters Degree in Aeronautical Systems from the University of West Florida. During his Marine Corps career, Mr. Beard flew the F4-J Phantom including combat missions in Vietnam and the AV-8A Harrier “jump-jet”. He is a 1978 graduate of the U.S. Navy Test Pilot School. After graduation he served as the Program Manager for prototype testing of the YAV-8 Harrier. In 1979 Mr. Beard returned to the Test Pilot School as an instructor. In 1980, Mr. Beard was forced to eject at high speed from a disabled aircraft. The injuries he sustained resulted in his medical retirement from the Marine Corps at the rank of Major.

Mr. Beard subsequently worked for Northrop Grumman, a major defense contractor. In his 25 years with Northrop Grumman, Mr. Beard spent nearly half that time as the Sector Ethics Program Director responsible for the design, development and implementation of an ethics program. After his retirement from Northrop he established an ethics speaking, training and consulting company, “Magnolia Associates”.

Mr. Beard is currently a lecturer at the Naval Postgraduate School, Center for Executive Education, Monterey, CA where he conducts a module on ethics and leadership as part of the CEE flagship program “Navy Senior Leader Seminar”.

Some of his other past experiences include conducting one-on-one ethics discussions with USN Flag officers who are in transition to new assignments; frequent presentations at the School of Aviation Safety at NAS Pensacola, FL to prospective Navy, Marine and Coast Guard aviation Commanding Officers and Executive Officers; lecturing at Marine Aviation and Weapons Tactics Squadron 1 training on “tactical risk management” ; lecturing at the annual NAVAIR training session for newly selected/promoted 0-6 Acquisition professionals; and numerous presentations at unit level professional military education. The focus of his presentation is on “Ethics, Character and a Moral Perspective on Leadership.”

Mr. Beard has three grown children, nine grand children and lives in Pace, Fl.
