Fleet Scholars Education Program (FSEP)


FSEP is nominally focused on Unrestricted Line (URL) and Information Warfare Community (IWC) officers of ranks O-3 and O-4. Officers interested in applying for FSEP should contact their detailer. Selections will be made and forwarded by community sponsors by December of the FY the selected officer students will start their education tour. Community allocations are announced via NAVADMIN message which can be accessed via the MyNavy HR website, Talent Management FSEP Page.

 

FSEP selectees can attend any accredited graduate school in the continental U.S., Alaska, or Hawaii and attend for up to 24 months, to pursue a degree within the specified study areas by the annual NAVADMIN. The chosen school must have an Education Service Agreement (ESA) with CIVINS for tuition to be paid. For a current list of schools with existing ESAs click the map to the right. If an FSEP selectee is considering a school that is not on the list, they should email CIVINS@nps.edu with the name of the school and the desired program of study ASAP. NOTE: It can take up to six months for new ESA approval and not all schools desire to sign an ESA with the Navy. 

 

Distance learning, Executive MBA, night/weekend/part-time programs structured for the working professional, medical, and legal education programs are not authorized graduate programs under FSEP.

 

Those officers who have already received an advanced degree funded by the Navy are not eligible. This does not include those officers who earned a degree using their G.I. Bill, tuition assistance, or Navy College Program for Afloat College Education.

 

The CIVINS office at NPS manages FSEP students after community selection and throughout the education tour.
