TRAC - Monterey History

In December 1979, the U.S. Army Training and Doctrine Command (TRADOC) Chief of Staff, MG John B. Blount, directed the establishment of the TRADOC Research Element-Monterey (TREM).  The initial mission of TREM was to support research and development of Air/Land Combat models and other original research and analysis being conducted at the Naval Postgraduate School (NPS) for TRADOC.  The formation of TREM was an effort by the TRADOC Commander, General Donn Starry, to support and exploit research efforts by NPS faculty and students and to expand TRADOC’s relationship with NPS research personnel.  Subsequent verbal guidance in June 1980 from General Starry expanded TREM’s role from that of a support element to a research and support element.  Faculty members at NPS who were prominent in early-related work were Professors Samuel Parry, Doug Hartman, and Arthur Schoenstadt.  They conducted both independent research and research with TREM analysts.  By the fall of 1980, TREM was fully staffed with LTC Kelleher as Chief, four military analysts, one civilian analyst, one programmer, administrative NCO, and a secretary.  TREM was attached to the Combat Developments Experimentation Command (CDEC) at Fort Ord with operational control (OPCON) exercised by the Studies and Analysis Directorate, DCSCD, TRADOC.  This relationship remained operative until late 1982. 

In 1982, in conjunction with the realignment of the combined arms and analysis functions within TRADOC, TREM evolved into a sub-element of the TRADOC Operations Research Activity (TORA).  In 1984, the focus expanded from model support to the four research areas of unit effectiveness/unit readiness, operational data, artillery allocation and distribution, and command and control.  In 1984, the organization supported work with several models; one of which, Janus, has been used by TRAC-Monterey as recently as 2003.

In 1986, TREM was designated as TRADOC Analysis Command-Monterey (TRAC-Monterey), later changed to TRADOC Analysis Center-Monterey in 1993.  TRAC-Monterey was self-designated the Advanced Simulation Concepts Research Center in 1997, and a majority of its work in the late 1990's and early 2000's focused on simulation and distributive technologies.  TRAC-Monterey's current research involves Military Operations in Urban Terrain modeling and simulation, advancements in simulation and operations research methodologies, and elements of combat power. 

TRAC-Monterey had been in Building 203 at NPS since its inception, but in June 2003, TRAC-Monterey relocated to a brand new building and now occupy the first floor of the Mechanical Engineering extension at NPS.  As since its inception, TRAC-Monterey maintains its strong partnership with NPS by having TRAC-Monterey analysts serve as advisors and second readers for theses, teach classes, and partner with the school for research grants into areas relevant to the Army.

Distinguished alumni of TRAC-Monterey include Mr. Vern Bettencourt who has attained the rank of Senior Executive Service and is currently the U.S. Army’s Deputy Chief Information Officer/G-6.  COL Michael McGinnis is currently the Department Head of Systems Engineering at the United States Military Academy.  COL Jeffrey Appleget currently serves as the Deputy Director at TRAC-White Sands.  When COL Appleget served as the TRAC-Monterey Director, the organization hosted a 20-year anniversary and included the attendees of Mr. Bettencourt and LTC (Retired) Kelleher, TRAC-Monterey’s first Director.
