Barry Scott Zellen

Barry Scott Zellen is an author with expertise in climate security, Arctic geopolitics, tribal governance, IR theory, strategic theory, and philosophy of war. He resided in the Arctic region from 1988 - 2000, where he worked in the field of indigenous language preservation and media development, managing several indigenous language media organizations sponsored by the Northern Native Broadcast Access Program (NNBAP). 

During his time in the Far North, Zellen served as General Manager of Northern Native Broadcasting Yukon (NNBY); Executive Director of the Native Communications Society of the NWT (NCS-NWT); and Managing Editor of the Inuvialuit newspaper, Tusaayaksat, published by the Inuvialuit Communications Society (ICS). In this capacity, he created, fundraised, and executive produced various indigenous language news, magazine and documentary TV programs and on-air/radio indigenous language lessons; developed a multi-lingual radio format (known as 75/25) that ensured a minimum three-quarters of all on-air content was broadcast in indigenous languages; and introduced a new, bilingual Aboriginal language newspaper format for the Inuvialuktun language. In 2004, Zellen started the Arctic Security Project at NPS, which examines the geostrategic implications of the polar thaw and internal and external security challenges of an open polar sea. In 2011, the Arctic Security Project expanded its focus to consider the global geostrategic consequences of climate change, becoming the Project on Climate and Conflict.

Zellen is the author of Breaking the Ice: From Land Claims to Tribal Sovereignty in the Arctic (Lexington Books 2008), the first book that emerged from the Arctic Security Project; and its sequel, On Thin Ice: The Inuit, the State and the Challenge of Arctic Sovereignty (Lexington Books 2009), which continues his discussion of Arctic sovereignty and the interplay of state and sub-state dynamics along the Arctic coast, with a foreword by Arctic security expert Rob Huebert and an afterword by Arctic journalist Ed Struzik. Zellen is also author of Arctic Doom, Arctic Boom: The Geopolitics of Climate Change in the Arctic (Praeger, Security and the Environment, 2009) which examines the theoretical and strategic implications of a "post-Arctic world" as climate change transforms world geopolitics, with forewords by NPS professor Dan Moran and former Alaska Governor Wally Hickel.

Zellen is also author of several books in the fields of IR theory and strategic studies, including his four-volume treatise on constructive realism: The Realist Tradition in International Relations: Foundations of Western Order (Praeger, Security and the Environment Series, 2011), which examines the endurance of realism as a bridge linking political theory, international relations theory, and strategis theory across the agea. Zellen is also author of State of Doom: Bernard Brodie, the Bomb and the Birth of the Bipolar World (Continuum Books, 2011). Forthcoming in 2012 is Zellen's The Art of War in an Asymmetric Word: Strategy for the Post-Cold War Era.

Zellen was educated at Harvard, where he earned his B.A. in Government (1984) magna cum laude, and U.C. Berkeley, where he earned his M.A. in Political Science (1985). He received various research grants and fellowships including a MacArthur International Security Fellowship (1985-86), an Institute on Global Conflict and Cooperation Fellowship (1986-87), and a Canadian Institute for International Peace and Security Northern Security Research Grant (1991-92). He has taught at Arctic College, the Center for Northern Studies, and Wesleyan University.
