This handbook was reprinted five times in its original edition. The continuing high demand motivated a second edition, which added Chapter IV - "Output--Judging Benefit." This new chapter was written by the Benefit/Output Determination Committee of the Defense Economic Analysis Council. This addition represented an update of the benefit determination procedures.

The forward to the first edition has been retained because it presents in succinct form the underlying concept of Economic Analysis.

In September, 1997, this handbook was updated and republished for instructional purposes by the Defense Resources Management Institute. Chapter III was expanded to include material that is currently being presented in the Institute's in-resident programs in defense resources management.
