Research Associate for Multi-Disciplinary (On Campus), Multi-Agency (USG), Multi-Lateral (USG and International Coalition Partner Nations), and NGO/ IO / UN Agency Cooperation and Collaboration Research
Research area of focus:
Building capacity and an operational capability for NPS faculty and students to leverage the use of wireless technologies (terrestrial and satellite based) to enable and enhance capabilities to conduct CONUS and overseas Humanitarian Assistance & Humanitarian Assistance/Disaster Relief (HA and HA/DR) missions; to further USG Security, Stability, Transition and Reconstruction (SSTR) operations; to study, support, and encourage improvement of USG activities with civil-military boundary challenges by studying and facilitating implementation of the new DoD Directive 3000.05; and to create static NPS campus capabilities, to create highly mobile people and equipment packages to deploy to real-world disaster events quickly to assist DoD, other USG agencies (State, Commerce, Treasury, DHS, etc) in leveraging Information and Communications Technologies (ICT) to increase chances of better working relationships with key NGOs, International Organizations, UN Agencies, etc, with a strong focus on voice/data interoperability, on understanding each others cultures, semantics, reasons for caution working with each other in different ways depending on the type of disaster (natural or man-made; highly politically charged, etc).
Specific tasks include:
- Provide ongoing transformation communication research and multi-national / multi-agency planning support for the full range of Complex Humanitarian Emergencies (CHEs) and Complex Humanitarian Disasters (CHDs).
- Advise and assist with the implementation of DoD Directive 3000.05 and a similar DoD Directive that allows DoD to "Leave Behind ICT" in certain cases.
- Provide both basic and applied research for both operational and strategic HA/DR mission focus areas in support of the Navy's Maritime Strategy for the Twenty First Century that elevates HA/DR to a core Navy mission area on par with Surface/Submarine/Aviation Warfare. The Research Associate will use best practices including science-based communication support for all change communications programs and serve as principle investigator conducting collaborative research across the organization and concurrent with other Navy/Marine Corps entities and other stakeholders.
- Seek out and assist HFN Center faculty and staff with facilitation of external collaboration opportunities between NPS and Industry and other Academic Institutions with programs such as Collaborative Research and Development Agreements (CRADAs) and Multi-University Research Initiatives (MURIs).
- Assist with the application of these principles by helping to increase and maximize interdisciplinary opportunities across the campus and to encourage/facilitate use of NPS Masters, PhD and Post Doctorate students into HFN Center initiatives as appropriate.
- Conduct communication needs assessments and analyze stakeholder concerns and perceptions to ensure effective communication strategies are implemented across the board both internally at NPS and with external sponsors and international stakeholders.
- Through teaming with the key traditional NPS HFN Center external requirements and financial sponsors, ensure that our methodologies, processes and applications are consistent with sponsor priorities and overall objectives.
- Serve as an integral interface between the Naval Postgraduate School and other Navy/Marine Corps as well as other US Government Leadership groups (such as DHS Office of Science & Technology, etc),to convey results of research initiatives and their application to strategic engagement.
- Travel globally to seek new collaborative relationships across the spectrum for all wireless technologies for HA/DR, CHEs, CHDs, SSTR, and other aspects of voice/data telecommunications to be used as a tool for operating and conducting basic/applied research in the global community; acting as an ambassador of NPS, the Cebrowski Institute, and the HFN Center to seek new funding sponsors, new industry collaboration partners, new foreign nation equivalent organizations to join our HFN Center as well as to seek out similar organizations elsewhere that NPS's HFN Center can seek membership in.
Qualifications:
- Masters Degree or higher
- 5-10 years active duty experience with HA/DR, surveillance/targeting/wireless technologies/data and voice telecommunications systems, and real-world operational experience in one of the U.S. armed services
- 2-3 years of uniformed or contractor based experience with both financial and acquisition processes in the Department of Defense.
- Experience as a Principal Investigator or equivalent position of leadership and financial know-how in the US Government system.

Research Assistant for Multi-disciplinary Research Institute
Research area of focus: Networks, Innovation and Collaborative Communications
Scope of Work: Research Assistant provides range of support to researchers in emerging projects, labs and research centers related to national security, with an emphasis on innovation and network science. Current projects, labs and centers include hastily formed networks, insurgent networks, security and global enterprises, conflict prevention networks, cross-sector networks, maritime domain awareness, national security implications of climate change, energy security and information sensemaking.
- Contributes substantively to strategic and operational planning in emerging areas of interest as key part of the Institute leadership team.
- Designs websites, brochures and other materials that convey research proposals, goals and results to academic and non-academic audiences.
- Serves as key part of design teams for conferences and workshops, blending research goals and intentions with appropriate logistics support.
- Supervises contract administrative personnel in the areas of travel, finance, visit support, and event coordination.
- Supervises the execution of institute programs as directed by Institute leadership (Director/Deputy Director.)
- Interacts with senior military Flag/General Officers/SES as well as academic professors across NPS and at various partnered academic institutions.
Qualifications
- Bachelor’s Degree
- 2 years experience supporting researchers in DoD academic institutions
- Familiarity with DoD policies and finance//organizational structures
- Outstanding written and oral communication skills
- Ability to qualify for an interim SECRET clearance

Research Associate for MultiDisciplinary Research
Research area of focus: Building capacity for innovation, strategic communications and change at the Office of Naval Research
Specific tasks include:
- Provide ongoing change communication research and planning support for the full range of Corporate Strategic Change Communications responsibilities
- Advise and assist on the implementation of change communication plans and initiatives as requested by the Office of Corporate Strategic Communications
- Provide science-based communication support for all change communications programs and serve as principle investigator conducting collaborative research across the organization and concurrent with other Navy/Marine Corps entities and ONR stakeholders
- Ensure appropriate implementation of risk communication principles
- Assist with the application of these principles in setting communication strategies and tactics
- Implement the principles in developing message content, assessing messenger characteristics and selecting or developing effective message channels
- Develop Message Maps for use by Corporate Leadership, Subject Matter Experts and others required to communicate about organization initiatives and/or high concern initiatives
- Provide interface and follow up on Risk Communication Research and Training for all communication initiatives
- Assist in evaluating effectiveness of Communication Programs and applied strategy
- Scope out and implement a Change Communication Metrics Process Pilot Program in partnership with the Center for Risk Communication
- Conduct communication needs assessments and analyze stakeholder concerns and perceptions to ensure effective communication strategies are implemented
- Through teaming with the senior advisor representing Center For Risk Communication ensure methodology, processes and applications to Strategic Change Communication are applied to communication objective.
- Serve as interface with Naval Post Graduate School and other Navy/Marine Corps Leadership to convey results of research initiatives and their application to strategic engagement
Qualifications:
- Masters Degree from Naval Postgraduate School (Business/Public Policy)
- 20 years active duty experience with US Navy
- Work location: Washington DC.
