Biography
Since January 2006, Dr. habil. Rafael Biermann has been a Visiting Lecturer at the Naval Postgraduate School’s National Security Affairs Department, teaching graduate courses and supervising Master’s theses on European security and other issues relating to International Relations, especially conflict resolution. In 2004, he completed his Habilitation in Political Science at Bonn University; in 1997, he received his Ph.D. with distinction (“egregiam”); and in 1989, he received his M.A. in Political Science, History, and German Literature from Cologne University.

His Habilitation Lehrjahre im Kosovo. Das Scheitern der internationalen Krisenprävention vor Kriegsausbruch (Years of Learning in Kosovo: The failure of international crisis prevention before the outbreak of war, Schöningh) appeared in early 2006; his dissertation Zwischen Kreml und Kanz­ler­amt. Wie Moskau mit der deutschen Einheit rang in 1998 (Between Kremlin and German Chancellory: How Moscow struggled with the German unification, 2nd edition, Schöningh); his M.A. thesis Verifikation durch Kooperation. Probleme und Perspektiven der Verifikation nuklearer Rüstungs­kontrollverträge in 1990 (Verification through Cooperation: Problems and perspectives of verifying nuclear arms control treaties, Arbeitspapiere zur Internationalen Politik 57, For­schungs­institut der Deutschen Gesellschaft für Auswärtige Politik).

Dr. Biermann was also editor of the series “European Integration and South Eastern Europe” and has edited Deutsche Konfliktbewältigung auf dem Balkan. Erfahrungen und Lehren aus dem Einsatz (German Conflict Management in the Balkans: Experiences and lessons of intervention, Nomos: Baden-Baden 2002). Additionally, Dr. Biermann published numerous book chapters and articles on EU enlargement and identity, Balkan affairs, conflict resolution, arms control, and German unification in journals including Integration, Osteuropa, Zeitschrift für Parlamentsfragen, Journal of European Integration History, Aus Politik und Zeitgeschichte and Internationale Politik (see also his list of publications).

Dr. Biermann has professional experience in academics and politics. 1990/91 he worked during German unification in the German Chancellory; from 1995-99, in the Policy Planning Staff of the German MoD (Head of Central Planning). Afterwards, he worked for another five years at the Center for European Integration Studies of Bonn University, where he established and chaired the Task Force on South Eastern Europe and taught as an Assistant Professor International Relations. Based on several grants and scholarships, Dr. Biermann has researched extensively in the Balkans, Russia, and the United States. He holds his venia legendi at Bonn University.
