HRCOE Course Descriptions

HR Introductory Course:

This course is specifically designed for new HR officers, 1200’s, 1205’s, and 1207’s, in an effort to provide high-quality, relevant information at the threshold of their careers.  It will provide a glimpse into the Navy Total Force recruiting, manpower, personnel, training and education fields that you are or will be responsible for as an HR officer.  The following is a sampling of the areas that are covered during the course: HR Process and Alignment, DoD and Navy HQ Organizations and functions within Navy Total Force, Manpower Requirements, PPBE (Planning, Programming, Budgeting and Execution), Navy Enlisted Accession Supply Chain, Strength Planning, Community Management, Demand Planning, Recruiting Basics, Training Organization, Total Force, Navy Total Force Strategic Vision and a variety of HR Community Issues.  Course set up and content allows students to gain an appreciation and greater understanding of our four HR community core competency areas.  This course will be offered two times per year.

HR Advanced Course (HRAC):

The primary objective centers on having senior HR officers (CDR and CDR selects) plan for a future force and consider personnel policy changes that can support that force.  Desired outcome of the course: Senior HR officers who have a greater understanding of the evolving and expanding HR world of the Navy Total Force through increased knowledge and skills to effectively tackle and influence Navy-wide issues, recommendations, decisions and resolutions.  During this three-week course of instruction a series of modules (2-hours, 4-hours, or longer) will be presented, providing information and hands-on activities to prepare the students to complete a final HR exercise/event.  The course will touch a variety of areas with a mix of topics: strategy informs force structure through QDR process, PPBE-DoD’s Resource allocation process, manpower types/attributes, workforce mix/trade-offs/planning, Total Force considerations, DoN/DoD budgeting dynamics, Navy workforce considerations, compensation, manpower costs, force shaping/management, recruiting for 2016, community management, policy analysis, working in joint environment, and a few organizational management, leadership, professional development modules to round it out.  There will be some practical exercises to provide hands on/work in small group activities throughout the course.
