HRCOE Overview

HRCOE is responsible for the development and execution of the learning continuum for all active duty and reserve Human Resources (HR) officers. The HRCOE, established in October 2007, is in the Graduate School of Business and Public Policy (GSBPP) at Naval Postgraduate School (NPS), Monterey, CA.

The HRCOE mission is three-fold: 1) development and sustainment of a learning continuum for HR officers; 2) establishment of a formal mentoring program for HR officers, beginning with HR officers at NPS; and 3) creation of an HR Resource Reference Repository.

The HR Introductory Course, being taught twice each year, familiarizes new HR officers with the community’s four core competency areas and the dynamics and variety of work performed by the HR community.  The course explores the Navy Total Force (NTF) enterprise and processes (Demand Planning-Production Planning-Supply Chain and Execution), the associated relationships, and the HR “tensions” that influence the flow of Sailors through the operating environment.

The HR Advanced Course provides training of our senior HR officers and is a critical element of our HR Continuum of Learning.  This course is offered once in late spring for HR Commanders and Commander selects.  The three-week long course focuses on workforce planning, manpower mix and supporting force structure policies and tradeoffs.

Additional learning continuum courses and activities will be considered for future development and addition.

As a resource for HR officers, an HR Reading List is posted on the HR Community webpage. Senior HR officers around the Navy completed personal reviews on the relevance of each book to the HR community.   Suggested readings and book reviews may be added my community members.

N1 is the community sponsor for the HR community and for the HRCOE. The HRCOE is in alignment with the NTF mission to anticipate warfighting needs, identify associated personnel capabilities, and recruit, develop, manage and apply those capabilities in an agile and cost effective manner. Initial focus of HRCOE is on the growth and development of HR officers who will fill positions in support of the NTF mission. Future focus will include providing a repository of HR expertise to assist officers of other designators responsible for performing jobs within HR-oriented competency areas and civilian enlisted HR specialists.
