Dr. Walters joined the NPS in 1983.  At NPS he has developed and fielded a number of optical, acoustic and micro-thermal probe systems that measure the dynamic turbulent properties of the atmosphere that are being used in critical national programs.  He is the author of three requirement documents for military weapons systems currently in service and serves on a number of high level DoD Steering Committees concerned with laser propagation.
