Ms. Kathleen Peggar is the Global Center for Security Cooperation (GCSC) EUCOM Liaison Officer. Her responsibilities in Stuttgart include the enhancement of communications and provision of ongoing operations support, coordination, synchronization, and situational awareness for the Naval Postgraduate School / School of International Graduate Studies, GCSC, and EUCOM.
Ms. Peggar has a strong international security cooperation background, and joined the Naval Postgraduate School (NPS) in January 2004. From 2004-2008, she worked with the International Defense Acquisition Resource Management (IDARM) Program within the Center for Civil-Military Relations (CCMR). During this time, she worked extensively in the EUCOM AOR and throughout the world to research U.S. security assistance partners’ needs and implement security cooperation courses, conferences and seminars both in the U.S. and overseas. She also regularly represented the IDARM program in varied international settings, and served as program liaison to external agencies engaged in similar activities as well as to other offices within the Naval Postgraduate School.
Prior to joining NPS, Ms. Peggar lived in Alaska, where she managed five statewide community development programs based in rural Alaskan villages. She also has extensive experience living and working overseas, including in Italy, Ecuador, Australia and Mexico.
Ms. Peggar speaks fluent Spanish and Italian, and was born and raised in Olympia, Washington. She holds an honors degree in Economics from Harvard University, and earned her M.A. in International Affairs from the Fletcher School of Law & Diplomacy at Tufts University.
