Institutes for Education and Research

In colleges and universities today there is an emerging demand for graduates with knowledge and skills in highly interdisciplinary systems that must be optimized in their totality rather than sub-optimized in their parts. This need is also present for the Navy and other military services. The Naval Postgraduate School has recently realigned itself to better provide graduate education with these characteristics. It has done this through the formation of a matrix organization consisting of four graduate schools and three institutes. The graduate schools provide the academic rigor and focused research and the institutes are to utilize the knowledge found in the schools to provide a focus for interdisciplinary education and research in areas of current and emerging military challenges. The three institutes are:

NPS has some unique characteristics that facilitated the formation of these institutes.

A unique student body, joint, with both military and civilian workforce, and international, providing a unique ability to conduct joint and coalition programs

Unique facilities and a faculty with extensive experience in Navy/DoD research and development, active education and research programs in classified areas, demonstrated ability to conduct interdisciplinary education and research programs, and a close proximity to Silicon Valley. Thus, NPS is Navy/DoD focused with strong links to relevant industry and academic institutions.

Adaptive and responsive to a Navy in transition, demonstrated ability to transition officer knowledge to other fields, responsive to changing education and research needs.

The institutes provide or facilitate the offering of:

Short courses, workshops and conferences for career enhancement and improved knowledge and skills in areas of emerging requirements.

Opportunities for student thesis and faculty research that range from basic to applied and which have significance for the present Navy and the Navy-after-next.

All three institutes utilize Boards of Advisors that consist of senior Naval/DoD and government leadership and which utilize invited participants from industry and academia in the specific focus areas of the institutes. Each has a unique facility on the campus, providing education and research opportunities for students and faculty from across the campus and for researchers from government laboratories, industry and academia.

   Cebrowski Institute for Information Innovation and Superiority (CINFINIS)

The director of CI is Dr. Peter Denning, also the Chair of the NPS Computer Science Department. The Cebrowski Institute is an interdisciplinary center for research and education supporting information innovation and superiority in network centric operations. Our research engages faculty and students from different departments and the other two NPS institutes. It mixes basic explorations of new ideas and experiments that test prototype systems. It is grounded in solid mathematical and experimental analysis. The participating NPS student body, through their MS thesis projects, constitutes a potent force for innovation. VADM James McArthur, Jr. chairs the Advisory Board.
We emphasize:

  • Networking information security, reliable operations, wireless and mobile operations, survivable communications: terrestrial, space, maritime
  • Information Operations: competencies of decision makers and processes, coordinating warriors, counter-terrorism, influence through psyops and other means
  • Knowledge Management: structuring and organizing data, processes, and technologies, processes of innovation, agile response
  • FORCEnet and Global Information Grid: FORCEnet is Navy’s implementation of network centric operations, a component of the larger DoD GIG

   The Modeling, Virtual Environments, and Simulation (MOVES) Institute

The Director of The MOVES Institute is CDR Joe Sullivan. The mission of The MOVES Institute is “to be the world-class institute for research, application and education in the grand challenges of modeling, virtual environments and simulation.” The institute works with all NPS curricula but additionally has the closely allied MOVES MS and PhD degree programs. The MOVES Institute’s research, application and education focus is on 3D visual simulation, networked virtual environments, computer-generated autonomy, technologies for immersion, defense and entertainment collaboration and evolving operational modeling. A member of the institute’s Executive Board of Advisors is VADM Mayo.

    Wayne E. Meyer Institute of Systems Engineering

The Wayne E. Meyer Institute of Systems Engineering was founded in May 2002 and named after the “Father of Aegis”, RADM Wayne E. Meyer, USN, Retired.  It is one of four Research Institutes at the Naval Postgraduate School.  The Meyer Institute's current director is Dr. Paul V. Shebalin, RADM (Retired), USN (RC) who reports to the NPS Dean of Research, Dr. Dan Boger.  The Meyer Institute's area of focus is the theory, methodology, and application of systems engineering to enhancing the security of the United States. 

The Meyer Institute's mission is to provide relevant, tailored, and unique research opportunities in systems engineering to support NPS graduate education that increases the combat effectiveness of U.S. and Allied armed forces and enhances the security of the United States.
