The Honorable Patricia McNerney, Department of State Principal Deputy Assistant Secretary for International Security and Nonproliferation, speaks to a group of participants at the 2008 Monterey Proliferation Seminar at the Naval Postgraduate School. The three-day seminar, sponsored by the Defense Threat Reduction Agency’s Advanced Systems and Concepts Office, focused on the global perspectives of the proliferation landscape. (Released)
