Research Interests:

Procurement and Contracting techniques and Transparency in Defense Acquisition.

Background:

Mr. Zimmerman’s long history in federal procurement began with his Army service. Rich is a graduate of the US Military Academy at West Point and served in various capacities as an infantry officer.  Rich spent the last 10 of his 25 years in uniform in a succession of contracting positions to include contracting officer, procurement and contracts inspector for the Department of the Army Inspector General, executive officer to the Deputy Assistant Secretary of the Army for Procurement, and director of installation contracting in Secretary of the Army for Research Development and Acquisition. During this time, Rich earned a Master’s degree in Business from Central Michigan University. 

Rich left the Army in 1995 and immediately went to work as an acquisition trainer and training developer for BRTRC, a small business in Fairfax, VA.  He developed courseware that explained the shifts in federal procurement resulting from watershed procurement legislation such as the Federal Acquisition Streamlining Act and the Clinger-Cohen Act, especially in the areas of performance-based acquisition, best-value procurement, and commercial acquisition.   

In 2006, Rich opened his own training business, JRZ Acquisition Training & Consulting, which provides on-site instruction in a wide variety of acquisition-related topics.
