Research Interests:

Procurement and Contracting techniques and Transparency in Defense Acquisition.

Background:

Mr. Frank B. Ford is President of Ford Associates, a Business and Acquisition Consulting firm.  Mr. Ford’s consulting endeavors cover Strategic Planning, Bidding Strategies, Source Selection Procedures; including Strategic and Competitive Sourcing, and Contract Administration including Contract Resolution matters.  Mr. Ford worked in various acquisition positions within the Department of Defense and Civilian side of the US Government for over 30 years.  Mr. Ford’s Senior Executive Service (SES) covered more than 23 years with expertise in all aspects of acquisition matters. 

 

Mr. Ford’s Government experience entailed various acquisition positions within the Department of Defense and the Civilian side of the Government for 30 years.  He began his Government career at the Defense Logistics Agency’s (DLA) Defense Industrial Supply Center (DISC) in Philadelphia, PA where he held both operating and staff acquisition positions.  He worked for DLA’s Defense Fuel Supply Center (DFSC) in Alexandria, VA, where he was a Senior Contract Negotiator.  His next positions were with the Navy Department where he worked for the Navy’s Strategic Systems Programs Office on the Poseidon and Trident Ballistic Missile programs, the Naval Sea Systems Command on Submarine and Carrier programs, and the Naval Material Command (NAVMAT) as a Clearance Analyst reviewing Navy Aircraft programs.

 

Mr. Ford transferred to the Civilian side of the Government and worked as a Senior Acquisition Analyst performing oversight for the General Services Administration’s (GSA) newly formed Office of Acquisition Policy.  In 1980, he assumed a Senior Executive Service (SES) Program Manager position in GSA’s newly formed Regional office in Philadelphia, PA, including being the acting Regional #3 Administrator.
