Книга была составлена преподавателями Международной Программы по управлению ресурсами в области оборонных закупок (IDARM), являющейся отделением Международной аспирантуры в Институте последипломного образования ВМС США, по инициативе д-ра Элизабет Райт, руководителя Международной Программы IDARM. Название IDARM было выбрано не случайно – Программа предназначается для международной аудитории, поэтому, практике, принятой в системе США, внимание уделяется только в случаях, когда она представляет собой передовой опыт, который может применяться повсеместно."
