Per reference (a), the MWR Advisory Board Meeting commenced at 1000 on Wednesday, 1 September 1999, in the La Novia Room, Herrmann Hall, Naval Postgraduate School (NAVPGSCOL).
2. Ms. Ryan asked for a motion to approve the minutes from the 7 July 1999 meeting. Mr. Tanner made a motion to approve the minutes as written, and LCDR Rowley seconded the motion.
3. Old business:
a. Ms. Megan Ryan, MWR Director:
(1) The exterior of the 16th green restroom has been painted, but the interior has not been painted. Only the outside of the restrooms at the golf course picnic area have been painted because we have had a staffing change so this work has been put on hold.
(2) Everything has been agreed to on our bike rental program. The MOU is being reviewed by someone at the policy branch at BUPERS just to make sure that there’s no legal problems with the MOU, since we’re entering into a new agreement with the Presidio of Monterey MWR. As soon as we get the approval, the information will come out and we’ll get that program started. We’re very excited about being able to offer this service to our customers. We know there’s a need for this program. 4. Leisure Activities update, Ms. Leone-Mullins, Leisure Services Manager. In the Peacock Press, I want to hi-light some things coming up in October that you need to be aware of right now:
a. Fall Youth Day Camp at the Youth Center in October: The kids are on break for two weeks from 4 - 15 October, and so our registration for Fall Camp begins today until 30 September. This is a great program for young children who are in school and need something fun to do during their 2-week break. Details are included in the Peacock Press:
· Open to Youth 6 - 12 years old (Grades 1 - 6) · Day Camp Hours: 9 a.m. - 5 p.m. · Wrap Around Care: 7:30 - 9 a.m. and 5 - 6 p.m. · Call 656-2127 for more information
b. Haunted House at Youth Center. We will be hosting a haunted house at the Youth Center. It will be Saturday, 30 October, from 6 - 9 p.m. More details are in the Peacock Press:

We do need volunteer actors, so if you have any friends who would like to come out and “spook” our guests that enter our haunted house, please contact the Youth Center.
c. Fall Festival Costume Parade, Saturday, 30 October, 9 a.m. MWR will be hosting the Annual Fall Festival Parade which is held in conjunction with La Mesa Elementary School’s Fall Festival. They will have carnival type games, etc. The parade starts in front of La Mesa Elementary School at 9 a.m. Kids of all ages are invited. Children come in costume and parade around.
d. Golf Swing Analysis Clinic, Golf Course. Saturday, 2 October from 8 a.m. - 12 noon. Two golf pros will be there. It’s free except you pay for your bucket of balls. No reservation needed--its based on first come first serve. They come out and give you an analysis of how you are performing.
e. Sailing Lessons at Marina. Our sailing lessons are very popular, so if you need to learn how to sail or you have the desire, our next set of lessons is 25 - 26 September. It’s $60.00--to sign up just give the Marina a call at 656-2159.
f. New Year’s Eve celebration--Ports of Call 2000. The biggest upcoming event is our New Year’s Eve celebration--Ports of Call 2000. We will be dressing Herrmann Hall as a cruise ship with a tropical theme. The fun begins at 7 p.m. and continues until 2 a.m. It’s guaranteed fun. We’ll have dinner, dancing and we’re going to be hosting a casino, which will all be part of the cost of your ticket. We’ll have a lot of fun party favors for you to take away.
· Tickets are on sale at the Information, Tickets and Tours (ITT) Office starting today until 23 December · Check the Peacock Press for program details and prices or call ITT, 656-3223. · Cruise ship theme, dinner, dancing and casino (black jack tables, craps, wheel of fortune).
5. Golf Course update, Mr. Valleau, Golf Course/RV Campground Manager: a. Junior Golf Tournaments. We had 85 kids come out to play in the Junior golf tournament, ages 7 - 17 years. It was the most well mannered group of kids I’ve had the privilege to work a tournament with, they were just outstanding. We drew business from California to Oregon. But a lot of them were our kids. They were just a pleasure to work with, and I want to commend them publicly for the fine job that they did
b. The 10th Tee has been completed. We’ve opened it to play and will stay open. It makes that Par 4 real tough.
c. 7th Tee. We will be starting work on a new Tee box for a Par 7. We’re going to try to line up the tee with the fairway. It will prevent you from having to look at the fence and the tree when you climb the back tee box.
d. New green on 10. We’re checking references right now. We have an architect in mind to come in and help us build a new green on 10.
e. Monterey Pines Joe Higuera Memorial Championship. This is a historical event; Joe Higuera was the first manager of this golf course. It will be played over two weekends, the 16th of October and then the 23rd and 24th. I’ve been working with the tournament director of the Navy Golf Association on scheduling these dates. We’re going to introduce the first ever junior flight to this tournament.
6. Child Development Program update, Ms. Ryan, MWR Director:
a. We are offering special event child care on two different occasions: · NAVPGSCOL graduation on 23 September, for those of you who want to attend the reception and the graduation and ceremony · Navy Birthday Ball on 15 October · Call the Child Development Center, 656-2734
7. Club update, Mr. Taylor, Food and Beverage Manager: a. Comedy Show, tomorrow, which is only $5.00. Please encourage everyone to come out and attend. It should be a really good show. In conjunction with the show, we will have a buffet dinner downstairs.
b. This month Club specials:
· Trident Room Dinner Special on Wednesday nights will be a Fisherman’s Platter with a pineapple upside-down cake for dessert--served 4 - 9 p.m. · Friday lunch buffet special in the El Prado Room will be a Pasta Bar for only $5.00--served from 11 a.m. - 1 p.m. · Sunday Brunch in the El Prado Room--served from 10 a.m. - 2 p.m.
(2) Halloween Party in the Trident Room, 29 October--again featuring the Alligator Man.
8. Athletics update, Mr. Gale, Athletic Director:
a. After the Labor Day weekend, the Pool hours are being revised--we’ll be open 11 a.m. - 3 p.m., Tuesday through Friday for lap swim only and 12 - 5 p.m. on Saturdays and Sundays. Our last day of the season is Friday, 1 October. 9. Facilities update, Ms. Ryan, MWR Director:
a. It looks very likely that we will be getting the Gym MILCON approved for FY00 funding. The appropriations bill has passed both the house and the senate and now it’s just waiting to be signed by the President. We are expecting that to happen sometime in September, but the FY00 MILCON funding has been programmed. It’s just a matter of getting that formality taken care of. We did have a preliminary meeting yesterday to go over the schedule for the MILCON and will soon go into design. It will be a design/build project. It is a $5.84 million dollar project. We would expect that it would be awarded by the 3rd quarter of FY00--sometime next May or June--with construction starting sometime in the Fall. It is actually going to be located right next to the swimming pool complex.
b. We still have approval for the O&MN Special Project Gym Renovation Phase II, which is building 239 (the building we are currently using for the Fitness Center). If we get the MILCON approved, of course, this project will not be completed.
c. We are still in the process of renovating the Child Development Center playground. We have run into some issues with the sprinkler system on the playground, which has delayed that project. Still looks like we should have that completed around September.
d. Does anyone have any facility related questions?
Question from member: What happens to the old gym.
Response from Ms. Ryan: The old gym is included in the MILCON project, and it will be demolitioned. It’s part of that project.
Question from Mr. Rowley: How about the courts? Even the old part?
Response from Ms. Ryan: Yes, the entire building is included in the MILCON. And it has to stay in the MILCON, it’s part of Congress’s intent--to tear down that building and build a new building.
Question from Mr. Rowley: But are they going to build a new one and then tear down the old one?
Response from Ms. Ryan: Yes, we hope to keep the old gym operational until the new one is built and operational.
Question from Mr. Rowley: Is there going to be any attempt to get local bidders on this project from local Monterey County construction companies in the Monterey Bay area. It’ll be nice to have some of the jobs stay locally.
Response from Ms. Ryan: I know they are going to be interested in finding someone who has experience in building gymnasiums because it is a design/build project, so you want them to be able to design and build gymnasiums. Recommendation from Mr. Rowley: Can I make a suggestion? The Monterey Sports Center is about 6 years old. They had an extensive contract review in reviewing past performance. Sometimes the government has a tendency to go with the cheapist guy that doesn’t have the track record. Maybe you could learn something if you talk to the Public Works Director, Bill Rysmith, who is a retired Army engineer, who could give you some real pointers on lessons they learned on their contracting and how they went through their bidding, because they are a government agency too.
Response from Ms. Leone-Mullins: We have a higher level that works on all of our contracting. We have the Youth Center construction project, and we’re doing exactly what you’re saying. The Army is helping us with that, and they’re reviewing the bids exactly the same way you’re describing it. They look at the person’s experience in building Youth Centers and past performance. We don’t always go for the lowest bid, but the best value.
Response from Mr. Rowley: But I can tell you that sports centers are a little different than building youth centers. There are certain companies that are really good at it. The City of Monterey went through a very extensive bidding process, and if you’ve been to that sports center, they were successful.
e. Also, we expect the Youth Center NAFCON to be awarded by October, and then construction would be starting after that--that’s out at La Mesa Housing. This is another exciting project we’re happy about.
b. Question from member: I just wanted to ask Mr. Gale if everyone was CPR qualified at the gym? Did everyone get that accomplished?
Response from Mr. Gale: Yes.
c. Question from SK2 Bayangos, Supply Department: Are we going to have the raffle drawing again for the free 49er tickets?
Response from Ms. Leone-Mullins: That’s already happened. We’ve already drawn tickets and started notifying patrons.
d. Question from member: I have a concern about the lockers in the gym, I know there’s a long waiting list. In the new gym we should probably make sure there are enough.
Response from Mr. Gale: There is a waiting list for the women’s lockers. We do have some daily use lockers that are available. Those do go pretty fast. I know that in the planning process that is very much one of our concerns.
Comment from Ms. Ryan: I think we need to look at the possibility of opening more permanent assigned lockers for day use only. We’ll look at that.
e. LT Kohen, DMDC/DEERS: We have a lot of active duty military here at Fort Ord who don’t have information on your MWR activities. I was wondering if there was a way to get the Peacock Press delivered here.
Response from Ms. Ryan: We’ll have someone contact you to get the information we need to deliver them to you.
11. With no other items from the members, Ms. Ryan adjourned the meeting at 1030 and thanked everyone for their attendance. If anyone has any feedback or comments that they would like to make about MWR programs or facilities, Ms. Ryan encouraged everyone to call the activity managers directly so it can get taken care of right away. We want to hear from you so we can make sure we are serving you well.
