2.  Ms. Ryan asked for a motion to approve the minutes from the last meeting. AGCS Susan O’Brien made a motion to approve the minutes as written, and Mr. Valleau seconded. 

 

3.  Old Business

 

    a.  Ms. Ryan, MWR Director

         

       (1)  Single Sailor Program.  Our Single Sailor Manager, Ms. Randall, and Programmer, DC2 Higgins, are working on scheduling upcoming functions for the single sailors.  We have gotten very good response from the single sailors on the luncheon’s we’ve had.  Please get the word out to your folks.

 

       (2)  Special One-Time Breakfast on Saturday.  It was not cost effective for us.  We use to have Saturday breakfast in the club years ago, and we had to discontinue it because it was not a self-sustaining program.  We do plan again to offer the Family Sunday Breakfast on 21 January, which we’ve had a lot of requests for, especially from the Chapel community.  It is a less expensive option to the Sunday Brunch in hopes that students and their families can be in attendance.  We’ve had two breakfasts so far, and we’ve had a good turnout for them.  They are not financially self-sustaining at this point.  Our goal is to continue marketing this program so that we can get more and more participation.  We’d like to be able to offer this on a monthly basis.  We’ll probably do one more after this and then evaluate.

 

       (3)  MWR Fund Status.  (See enclosure (1))  The total MWR Fund has generated $129K profit year to date.  This does not include the Appropriated Fund support both direct and indirect that we’ve received from the command.  Without Appropriated Fund (APF) dollars, we could not sustain the MWR Program.  We will get about $1.5M dollars in direct APF in FY01.  This does not include what the base pays for in utilities or janitorial for the Fitness Center and the Child Development Center (CDC).  We really do rely on APF to maintain program operations.  We are receiving less APF support this year than we did last year, which does affect the activities that are eligible for APF support.  One of those is our CDC.  Year to date our CDC is running at a loss. 

 

              We will continue to lobby and advocate APF being given to MWR, because as you know the Category A activities are eligible for 100% APF, and Category B activities are eligible up to 65% APF.  We are currently not at those levels which is identified as an unfunded.

 

       (3)  New Youth Center.  We had our walk-through inspection yesterday, 17 January.  It will probably be a couple months before that facility is actually opened.  There is quite an extensive punch list that the contractors have to complete before the building will actually be turned over to us.  There is also going to be a 30-day detoxification period in order to air out the facility and to allow the glues, etc., to dry.

 

              We are waiting for the funding approval for the collateral equipment.  We put in our request on 19 December when we received the information from the contractor with all the specifications for the collateral equipment.  We hope that we will get the funding approval shortly so we can get the facility opened.  The facility will be a wonderful asset to the families of La Mesa and the Ord Military Community.  We are looking forward to having a place for teens, expanding our Youth Sports Program, and having classroom space that can be used to support the community.  There is a wonderful room that has a dance floor that can be used for children’s dance groups, Tae Kwon Do, etc.

 

              The staff and teens came up with a technology theme for the facility; we are calling the new Youth Center the “Tech Connection”.  All the rooms will be named using a technology theme.

      

    b.  Mr. Valleau, Golf Course/RV Campground Manager, discussed the status of the bathroom for the 6th hole.  We are in the process of finishing up the bid process.  We are trying to remove and replace the existing port-a-potty so we can enhance and upgrade our golf course facilities.  I am still waiting on one company.  I would like to have the project completed by this Spring.

 

        Lemon Grove.  The five lemon trees I planted about 6 months ago have started blossoming and are producing fruit.

                        (a)  Fitness Programs, Ms. Budd, Fitness Center Manager.  We have increased the number of aerobic classes that we are offering.  We have aerobic classes for every fitness level, starting from walking to body sculpturing and kick-boxing.  We also offer a PT Ready class on Tuesday and Thursday mornings which is open to any military person for free.

 

          Beginning Weight Training Class for Women

          "Monterey Bay Milestones" Self-Paced Personal Log Program.  This involves a person logging miles (every mile counts as a single point) to accumulate enough points to reach the Florida Coastline.  Participants will get a certificate of accomplishment.  The program runs from 8 - 31 January.

 

          We are hoping to have a personal trainer on board (pending contract approval) to start "Be Fit In Six".  This is a personal training/aerobic package.

          Super Bowl XXXV Sunday

          A St. Patrick’s Day event is planned on 16 March in the Trident Room to coincide with the St. Patrick’s Day 5K-Run at the NPS Fitness Center.

 

    b.  Golf Course/RV Campground, Mr. Valleau, Golf Course/RV Campground Manager

 

       (a)  Navy Personnel Command will issue an amendment to the Golf Course Complex Upgrade.  This will delay the bid deadline and contract award process for the Golf Course Complex Upgrade Project.

 

       (b)  We’ve purchased reservation software for the R.V. Campground in order to enhance our operation.

 

       (c)  The excavation process is under way for the golf course lake and the lining is soon to follow.

 

       (d)  New driving range pad has been completed.

 

       (e)  The building to house the driving range ball machine and equipment is close to completion.

 

          AGCS O’Brien asked.  Will you be having the beverage cart on weekends?

 

          Mr. Valleau replied.  Yes.  We hired someone and now have enough staff to put one out every weekend.

 

          AGCS O’Brien asked.  What is the status on a computer to enter handicapped scores?

 

          Mr. Valleau replied.  We’ve got that out at the Club House.  You need to either go through the Golf Association or the Pacific Women’s Golf Association.

 

          AGCS O’Brien asked.  There is a rumor that the golf course will be contracted out.  Is that true?

 

          Ms. Ryan replied.  Right now the command is faced with a $7M dollar shortfall in APF.  Many ideas are being discussed about how the command can save money.  MWR is one of the areas that is being looked at.  We had a meeting this week with California State University of Monterey Bay to discuss a Marina partnering concept with them. 

 

          Different options include partnering with an outside entity, contracting out the golf course, or selling the golf course.  We are also exploring the possibility of taking the Herrmann Hall CBQ operation and turning it into a hotel concept.  There has also been discussion of Herrmann Hall becoming a Student Union.  Nothing has been decided yet, only exploring options at this point so NPS can focus on its mission and pull itself out of its many support operations that it is currently involved in, like MWR, CBQ, etc.  The golf course does make a lot of money, especially for the rest of the MWR program.  It allows us to have things like youth centers, sports programs, and child development programs.  Without the golf course and the club, basically we would not be able to provide all the other things we do, like free lunches for single sailors.  We want to have revenue generators in order to be a viable MWR program.  That doesn’t mean that somebody else could not do it for the command, maybe pull them out of the APF subsidy that is currently going into the program.

 

          The Admiral’s goals are focused on the continuing education program and research and education.  He wants to focus on the real mission of NPS.  They are establishing a new school of international studies to further enhance international education and are doing a lot of innovative thinking so that NPS can be a very viable university in the long run.

 

          AGCS O’Brien commented.  Any viable university often has these other programs also to improve morale, such as sports and golf.  Any university has a good backup.

 

          Ms. Ryan responded.  My staff and I are advocates of taking care of the sailors’ quality of life here.  We will continue to be advocates, but we will also try to support our boss in what he is trying to do, but certainly I know that he is happy to listen to patron feedback.  He is faced with a very difficult challenge.
