2. Mr. Thomas, Quality of Life Director, NPS. We are trying to get back to pre-9/11 type of events. We are trying to get back to normal. We had a good start with our Military Family Appreciation Night—-we served a very high quality meal to about 600 family and service members. That event was sponsored by BUPERS.
3. Mr. Thomas asked for a motion to approve the minutes from the last meeting of 7 November 2001. Mr. Tanner made a motion to approve the minutes as written, and Mr. De Toro seconded.
4. Old Business. None
a. Leisure Services, Ms. Leone-Mullins, Leisure Services Manager.
(a) Our aerobition on 12 January was very successful. A total of 60 people participated. We had a great response.
(b) We are in the process of opening the bathhouse. We have opened up our locker room so that we have permanent lockers over at the bathhouse. We have gone from 240 in the men’s room to 270. They have gone from 18” to 20” deep, and from 15” to 20” high/wide. We should have that opening tomorrow. PW will buy new flooring for the facility as well. Linens will be going from 200 to 246.
(c) Because we had such a great turnout for the aerobition, we are going to have jam sessions every month. Those are going to be free and they are two hours long; basically, you will get a taste for all the aerobic programs that we have. Compliments of the CDC, the Youth Center is going to have drop-in care at 0900 – 1200. This is going to enable us to offer a 0930 aerobic class for our moms, which will start in February.

How it works:
Every time you come into the Monterey Bay Athletic Club and do any cardiovascular activity (run, Precor, class, basketball) for a minimum of 30 minutes and a maximum of 60 minutes, you earn points toward prizes. There is a tracking log at the front desk along with the point value of each activity. Prizes awarded on Wednesday, 14 February, and Friday, 23 February. You can enter at anytime (however, no back dating activities); two chances to win!

(2) Information, Tickets & Tours, Ms. Leone-Mullins.
(a) Ski Lift Tickets: The ITT Office has discounted ski lift tickets for Alpine Meadows, Heavenly, Homewood, Kirkwood, Mt. Rose, Northstar, Sierra-at-Tahoe, Squaw Valley and Sugar Bowl. Check with ITT for prices. ITT can special order tickets for Snow Valley, Mountain High, Bear Mountain, Mammoth Mountain, and Brain’s Head with a five working day notice.
(b) Disney On Ice: ITT has discounted tickets for the “Jungle Adventure on Ice” featuring three distinctly different stories from “The Jungle Book,” “Tarzan,” and “The Lion King.” Tickets are $18 for Saturday, 16 February, at the Compaq Arena in San Jose. Performance times are 11:30 a.m. and 3:30 p.m.

(4) Mr. Thomas announced that Ms. Leone-Mullins has accepted a position in Bremerton, Washington. She has been here for over five years and done many great things for MWR. On behalf of all the sailors here, we want to thank you.
b. Golf Course, Mr. Thomas.
(a) The construction project is coming along nicely. The new pro shop has been framed and the roof has been put on. The new drainage system is starting. They are going to totally gut the old clubhouse. We are looking for a May opening.
(b) With all the rain we have had in December and early January, the golf course is very wet. We had five days of no carts on the course due to the weather. Cart paths would allow us to put carts out when the course is wet. We have a project with the CBs to do the cart path this year.
(c) We are discontinuing the Mid Day Green Fee rate effective 1 February. We will only offer a twilight rate for reduced green fees.
(d) We are in the process of purchasing the new fleet of 50 electric Golf Carts from Club Car.
(e) The Pre INVS paper work is being submitted for the irrigation project. The full INVS with CNO FSA scoring must be completed by 1 June in order for the project to be considered for FY-04.
c. Club Del Monte, Ms. Andersen, Food and Beverage Manager. The Monterey Herald had an article about us on Monday, and we have received about 12 calls for new events.

Update on the Club Renovation. The Trident Room renovation is moving along and should be completed by 15 April. The restroom renovation started last week and should take 12 weeks to complete.
CAPT Phillips suggested that some additional signs be posted directing people to alternate bathrooms. He also asked what the difference in meals is that DLI provides compared to our NPS MWR.
Mr. Emanual responded. We are trying to enhance each other’s programs, not compete. We are trying to serve our total community as efficiently as we can.
CAPT Phillips suggested that MWR place a notice on the Intranet to update everyone regarding MWR funds.

(4) Sports
Basketball starts 19 January. Two teams in each age group: 6 - 8 years, 9 - 10 years, and 11 - 13 years.
*We are short on basketball coaches, so if you know anybody who is willing, we’ll work with them.
(5) One of our Child Development Home Providers is offering some evening hourly care for Parent’s Night Out. She is going to be open the night of the Valentine’s Day for the Valentine’s Dinner and other assorted Friday nights. If you need further information, contact the CDC, 656-2734.
(6) Mr. Thomas commented. We are pursuing using the Navy Motion Picture Service. We are looking at getting a 13 x 17 screen and using that on nights in the ballroom on a night when nothing else is already scheduled. Movies would be provided free and are the most current movies that are coming out on Navy Motion Picture. They have a library of over 200 films. The film is free; we have to buy the screen and projector. A minimum investment for what you get. I would like it to support single sailors and also the general population.
Ms. Leone-Mullins commented. I am working a project right now in the BEQ. There are some spaces that are undeveloped that could use more development. We are working a package for buying some equipment for that area and turn it into programming such as pool tournaments, foosball, etc. We are doing a survey with all of the enlisted on base whether they are single or married to find out what their needs and interests are. Then we hope to develop that area into a recreation center for our enlisted sailors here on base to go and use and hang out. We want to bring some life to that area.
6. Facilities Update, Mr. Jim Thomas, Quality of Life Director.
a. Club Renovation. Trident re-opening expected by May 2002.
b. Golf Course Renovation. Re-opening scheduled in mid-May 2002.
c. Athletic Fields. PW did a wonderful job building us a brand new soccer field. We are going to recognize them for that. I hope to work a project so that we can build a multi-purpose field right beside the new Youth Center.
d. Swimming Pool. We conducted a survey during our Military Family Night and we had many comments to open the pool. The admiral does have an interest in the pool. I am working on a decision paper for him discussing how we would fund the pool and when we would open, if we can, since it is ultimately his decision. We can open the pool with very little investment, but the bottom needs to be re-done, the concrete needs to be fixed, etc. In the short run, we could open the pool without a possible large capital investment. I am working another issue with BUPERS on funding to fix the pool. We are working on the decision for a re-opening this year. Hopefully within the next month we will have that decision and it will be public knowledge one way or the other.
Mr. Tanner commented. Last summer it was closed because of cost decisions, did we ever validate what we saved?
Mr. Thomas replied. It is the same consideration now. The pool is still closed and we are trying to open it by looking at the cost and where we can get the money. In fairness to the command, there was a large amount of funding cuts across the board. Running the school is the primary mission. The pool is a Category B MWR activity that is authorized at least 65% appropriated fund support. We are trying to locate the APF first within MWR to fund the pool.
c. We have a proposal to start an adult indoor soccer league in the fitness center. We have a couple of concerns about it. If it doesn’t damage the facility, and there is enough interest, and there is no extra cost to MWR then I would be inclined to support it. But again, the big factor in our mind is what would it do to the fitness center.
Mr. Emanual commented. We were considering doing the same thing at DLI, but because the walls are made of sheet-rock type material it damages the walls. It can damage fold-up seating also from balls.
Ms. Leone-Mullins commented. Our concern is what is going to happen to the facility. We are going to be visiting a couple of visits to some places that have built an indoor soccer league.
7. DLI Presidio of Monterey Update, Mr. Bob Emanual, Directorate of Community Activities.
a. The following are some highlights of the MWR Program at the Presidio of Monterey:
(1) All types of outdoor equipment are available such as skiing, camping, etc.
(2) A fleet of 15 passenger vans. It is unlike any outdoor recreation program in the entire Army, no one has that kind of investment in transportation. That is available to you if you want to take a trip anywhere, we can arrange it for you.
(3) Fort Mason Officer’s Club in San Francisco located on Fort Mason. It is open to all ranks. We have five rooms, which sell out well in advance. The view is fantastic and the rates are very low. For the benefit of the service members, no rank bumping is permitted.
(4) Cabins for rent in Lake Tahoe all year round.
8. New Business
a. LT Neal, Superintendent’s Student Council. Our council is trying to start an awards program, which could help our visibility within the student body. It’s a means to recognize different groups on base, such as the gate guards. We are searching award possibilities since we don’t have anything ourselves to give out.
Ms. Leone-Mullins responded. We need to check our policies. There are certain things that are prohibited. MWR has been doing a lot of different things to recognize the gate guards on a weekly basis, i.e., bring them donuts, coffee, or lunch.
LT Neal added. We would like to make public presentations of the awards on stage during our guest lectures when the entire student body is there.
Ms. Leone-Mullins commented. We are prohibited from giving things away to organizations. Have you thought about doing fundraisers and building a bank account. If you become a special interest group you could do that. We have an enlisted recreation committee on base that does a lot of fundraising and they have a bank account with us. That is how they are able spend money on themselves. We can look further into the awards programs existing on base.
LT Neal commented. If the pool is opened again, it should also be heated.
Ms. Leone-Mullins commented. When we built our fitness center, they put a hot water heater in it large enough so that we can eventually heat the swimming pool from the fitness center. So then it does not have to travel across the street from the power plant, because we are losing water that way. It has to become a project first because it is not connected yet.
b. Mr. Emanual, DLI, commented about the wood floors in the gym at DLI. If we do not refinish our floors every two years, and do not allow it to get down to bare wood, it costs us about $11K. If we wait until it goes to bare wood, which it did right before I got here, it costs $85K.
c. LT Vanden Boogard, NPS. I want to commend whoever put the safety devices in the men’s shower room.
Also, some comments that I have heard from the troops is that there are key times, like early in the morning and 1600, that the gym is so crowded that they can’t get to the machines. Over two-thirds of the bicycles, for instance, are never used at a given time. They say that there are too many bicycles and not enough treadmills and other machines.
Mr. Emanual commented. At DLI, we have also noticed less use of the bicycles than the other machines.
Ms. Leone-Mullins responded. Actually we didn’t buy any bikes when we renovated the gym, we just kept the bikes that we had. We will take a look at whether or not we need that many bikes, and hopefully try to be able to replace them with other cardio equipment.
LT Vanden Boogard commented. I attended the Family Dinner, and it was fantastic. A number of people brought up concern for the single officers. The command has about 30-40 ensigns, who are mostly single, as well as commanders and majors. There is nothing offered for them.
Mr. Thomas replied. The Single Sailor Program is supported by the DON with funding, etc.
Ms. Leone-Mullins commented. My concern is if an officer would attend an event with enlisted and would they feel comfortable. When made the Trident Room “All Hands”, we thought we would get more enlisted. We can certainly open it up to them.
d. Mr. Tanner, DRMI. Since we are getting a discount for transportation services at DLI, I’m wondering if there is a possibility of the Club giving us any discount for all the functions we have here.
7. With no other items from the members, Mr. Thomas thanked everyone for taking the time to attend and adjourned the meeting at 11:10 a.m. The next meeting is scheduled for Wednesday, 6 March 2002, at 10 a.m. in the La Novia Room, Herrmann Hall, NPS.
