The Naval Postgraduate School Board of Advisors is an 18-member federal advisory committee providing guidance on matters pertaining to NPS and its graduate education and research programs. The Board, comprised of senior defense, academia and industry leaders, reports to the Secretary of the Navy, the Chief of Naval Operations, and the Commandant of the Marine Corps.
The non-federal membership composition of the Board of Advisors has been carefully selected to ensure balanced, independent perspectives representing several relevant communities, including Academia, the Armed Forces, Business and Industry, Research, and National Security.

Mr. Anderson was an instructor at the New School For Social Research in New York City, has been a key participant in world events, and was appointed by the President to the National Commission on Libraries and Information Sciences. His marketing insight has proven most beneficial as the Naval Postgraduate School expands our reach into the market of potential students. A Vietnam veteran, Anderson served in the US Marine Corps six years, rising to the rank of sergeant. Mr. Anderson holds a degree in psychology from Mercy College. |
 | is the President and CEO of Dumbarton Strategies which provides strategic planning and merger and acquisition counsel for enterprises engaged in the energy and national security sectors. Mr. Bayer also serves as Director of Dyncorp International, Siga Technologies Inc, and Willbros Group Inc. In addition, he is the Chairman of the Defense Business Board, a member of the Sandia National Laboratory’s National Security Advisory Panel, the Defense Science Board, the Oak Ridge National Laboratory’s National Security Strategic Advisory Group, and the CNO’s Executive Panel. Early in his career, he was Counsel to a senior Member of the US House of Representatives, Deputy Assistant Secretary at the US Department of Energy, Malcolm Baldrige’s Associate Deputy Secretary of Commerce, Counselor to the US Synthetic Fuels Corp, Counselor to President Bush’s Commission on Aviation Security and Terrorism, and the Federal Inspector for the Alaska Natural Gas Transportation System. |
 | . Dr. Borsting is a Dean Emeritus for the Marshall School of Business at the University of Southern California. Dr. Borsting brings experience in the telecommunications industry and applied research. Dr. Borsting’s previous experience includes defense department information and budgeting systems and resources. He has published numerous articles on operations research and statistics. Dr. Borsting served the Naval Postgraduate School as its Provost from 1974 to 1980. |
 | . Dr. Fossum recently retired as a Senior Research Scientist at the Institute for Advanced Technology at the University of Texas at Austin. His responsibilities included Research communication satellite systems and medical instrumentation. Past assignments include Director, Defense Advanced Research Projects Agency; Dean of Research, Naval Postgraduate School; and Dean of School of Engineering and Applied Science at Southern Methodist University. Dr. Fossum served for over thirteen years as a US Naval Reserve Officer. He received his Ph.D. in Statistics from the Oregon State University. |
 | , USN (Ret) is President of Frost & Associates, a private consulting firm specializing in the fields of missile defense, space systems, C4ISR systems, and military operational concepts. Admiral Frost retired after 33 years of active service in the US Navy. His final assignments include Deputy Commander, US Space Command and Vice Commander, NORAD. Admiral Frost is a graduate of the US Naval Academy. |
 | , USN (Ret) served in the US Navy for 35 years. His last assignment was Inspector General of the Department of the Navy. Admiral Gunn has extensive experience in the areas of manpower, personnel, and training. He was former Deputy Chief of Naval Personnel, and Commander, Navy Personnel Command. Immediately after retiring from active duty, Admiral Gunn was asked by the Chief of Naval Operations to lead the Executive Review of Navy Training. He is currently President of the Institute for Public Research at CNA Corporation. He earned his Master of Science degree in Operations Research from the Naval Postgraduate School. |
 | USN (Ret) retired in 2009 after over 38 years of Navy service. He was the first Navy officer to head Northern Command and NORAD. Admiral Keating is a 1971 graduate of the USNA and completed flight training following duty aboard the USS Leonard F. Mason. Other deployments include tours on the USS Kitty Hawk; USS Enterprise; USS Theodore Roosevelt; USS Saratoga; and USS Nimitz. He was a CNO Fellow with the Strategic Studies Group in Newport, Rhode Island and in 2000 Admiral Keating reported to OPNAV as Deputy Chief of Naval Operations for Plans, Policy and Operations (N3/N5). Admiral Keating has held command positions at: US PACCOM; US Northern Command; US 5th Fleet; Carrier Group Five, Naval Strike and Air Warfare Center; Carrier Air Wing 9; and VFA-87. |
 | is currently a faculty member at Walden University, College of Education’s Ph.D. program in Minneapolis, Minn. Previously, Kehoe led Long Beach City College for nearly 10 years and served for 7 years as superintendent/president of Merced College. She also served as vice president of instruction and accreditation liaison officer at Palomar College and spent 8 years on the Accrediting Commission for Community and Junior Colleges, Western Association of Schools and Colleges. Kehoe has her Ph.D in Educational Administration from the University of Texas at Austin. She has done post-graduate work in Computer Science at American Technology University and in Educational Administration at the University of Hawaii. |
 | is the Burt and Deedee McMurtry Professor and Chair, Department of Management Science and Engineering at Stanford University. Elisabeth’s specialty is engineering risk analysis with application to complex systems (space, medical). Her research has focused on explicit consideration of human and organizational factors in the analysis of failure risks, and recently, on the use of game theory in risk analysis. Applications in the last few years have included counter-terrorism and nuclear counter-proliferation problems. She is a member of the NAE and of several boards (Aerospace, Draper, InQtel, etc.). She was a member of the PFIAB until December 2008. She holds an Engineer degree (Applied Math/CS) from the Institut Polytechnique de Grenoble (France), and an MS in Operations Research and a PhD in Engineering-Economic Systems, both from Stanford University. |
 | is a corporate Vice President at the Science Applications International Corporation. Mr. Wincup has more than 25 years of experience in national security matters. Seventeen years were spent in the Congress as Counsel to the House Armed Services Committee and House Veterans Affairs Committee, and as Staff Director of the House Armed Services Committee and the Joint Committee on the Organization of Congress. Mr. Wincup served on active duty in the US Air Force as a Judge Advocate and earned his Juris Doctorate degree from the University of Illinois School of Law. |

As such, he ensures that Air Force needs in the areas of enlisted and officer professional military education, professional continuing education, and graduate education are met. Prior to his current assignment, General Fadok served as Director for Strategy, Policy and Plans (J5), Headquarters, U.S. Southern Command, Miami, FL. A distinguished graduate of the US Air Force Academy, he completed graduate studies as a Rhodes Scholar, holding degrees from Oxford University and the School of Advanced Airpower Studies. |

Designated a Naval Aviator in 1979, some of General Fox’s previous assignments include Commanding General of the 1st Marine Aircraft Wing; Deputy Director of Resources and Acquisition for Joint Staff J-8; Assistant Deputy Commandant for Programs and Resources at HQMC; 2d MAW Liaison Officer to the Combined Air Operations Center, Qatar; and Commanding Officer of the Marine Medium Helicopter Squadron 163, 3d Marine Aircraft Wing, El Toro, California. General Fox attended the Army War College concurrently completing a master’s degree in Public Administration from Shippensburg University. |
 | became the 24th Chief of Naval Research in November 2011, with additional duties as director, Test Evaluation and Technology Requirements. Prior to his current post, Rear Admiral Klunder was the director of Intelligence, Surveillance and Reconnaissance Capabilities Division, OPNAV N2/N6F2 and also held the post of 83rd commandant of Midshipmen at the U.S. Naval Academy. He received his bachelor’s degree from the U.S. Naval Academy and his master’s degrees in Aerodynamics and Aviation Systems from the University of Tennessee and Strategic Studies from the National War College. |
 | , USA became 48th Commandant, Army War College in July 2010. Prior assignments include Deputy Commanding General, Army Central Command; Commanding General, U.S. Army Maneuver Support Center of Excellence; Commandant of the U.S. Army Engineer School and Regiment; Commander and Division Leader of the U.S. Army Corps of Engineers, Northwestern Division. General Martin's critical troop leadership positions include commanding the 130th Engineer Brigade and serving as the V Corps Engineer in Europe and the Middle East where he commanded a brigade of 13,000 Soldiers that conducted full spectrum operations across Iraq, to include the ground assault from Kuwait to Baghdad. General Martin graduate from the U.S. Military Academy and earned his master's degrees in civil engineering and technology policy. He also holds masters degrees in strategic studies from both the Naval and Army War Colleges. General Martin received his Ph.D. in engineering management and public policy from MIT. |
 | became the 56th Chief of Naval Personnel in October 2011. Serving concurrently as the Deputy Chief of Naval Operations (Manpower, Personnel, Training and Education) (N1), he is responsible for the planning and programming of all manpower, personnel, training and education resources for the U.S. Navy. Prior to his current assignment, Vice Admiral Van Buskirk served tours in the Navy Office of Legislative Affairs; Submarine Force U.S. Pacific Fleet; Bureau of Naval Personnel; and, Submarine Force U.S. Atlantic Fleet. He graduated from the U.S. Naval Academy and received a master's degree from the Naval Postgraduate School. |
