Col (ret) Joe Wercinski is a member of the School of International Graduate Studies at the U.S. Naval Postgraduate School. Joe served as a USAF officer for over 25 years, with more than 20 years of duty covering all phases of the defense acquisition process. He served in a variety of space, airborne, maritime and terrestrial C4ISR operational, program management, and staff positions, including the F-15 anti-satellite program, special programs, launch vehicles, global positioning system and satellite control networks, and space-based & terrestrial early warning/weather/communication systems at squadron, product and logistics centers to Secretary of the Air Force levels.
Col (ret) Wercinski’s last assignment was as Commander and Senior Materiel Leader, Space and C3I Division, Aerospace Sustainment Directorate, Ogden-Air Logistics Center, Hill Air Force Base, Utah. His unit provided direct warfighter support maintaining 11 families of Space and Command, Control, Communications and Information (C3I) defense programs consisting of over 80 operational US and FMS weapon system platforms; executing annual budgets in excess of $500 Million. As the System Program Manager, Joe was accountable for hardware/software supplies & services acquisitions, and logistics & maintenance functions including: research and development, procurements, development and operational test & evaluation, delivery, sustainment, modifications, engineering services, budget planning & execution, parts/supply chain management, technical orders & maintenance manuals configuration control, and management oversight of organic (government) and contracted depot level maintenance activities. Prior to this duty he was the Program Manager of the $52 Billion Airborne and Maritime/Fixed Station Joint Tactical Radio System (AMF JTRS), Electronic Systems Center, Hanscom Air Force Base, Massachusetts.
Col (ret) Wercinski received his USAF commission in 1985 as an AFROTC distinguished graduate from Michigan Technological University earning a Bachelor of Science degree in Mathematics. He also has a dual Masters degree in Space Systems Management and Human Resources Development from Webster University, Colorado.
He holds US DoD Acquisition Professional Certifications in Program Management, Acquisition Logistics, Test and Evaluation, System Planning/Research/Development & Engineering, Communication & Computer Systems obtaining the USAF Master Acquisition Badge. He is a Credentialed Space & Missile Professional, earning the Command-level Space Operations Badge. He retired from active duty July 2011.
