Maritime Domain Protection Potential JMIC Thesis Topics

If you are interested in pursuing any of the thesis topics listed below, please contact the MDP-RG Leader, CAPT Jeff Kline, USN.
  • The Coast Guard Attaché System - is it being properly leveraged and are attaches being sent to the right places?  A side effort could look at the places they are currently sent and rank ordering where they should be sent in the future.
     
  • Improving the security of the cargo supply chain without hindering the free movement of legitimate cargo.
     
  • Identify the roles of the local, state, and federal government and the private owners and operators of critical infrastructure in Maritime Homeland Security.
     
  • USCG's development of Foreign Disclosure policy.
     
  • USCG Marine Safety ("M" type) functions/potential Colombia DIMAR (Maritime Directorate) relationship.
     
  • The idea/feasibility of a Multinational Joint Fusion Center focused on Caribbean Basin issue (i.e. either a separate center based in another country and/or foreign liaison officers added to MIFC LANT much like JIATF-S does).
     
  • USCG/COLNAV Academy relationship-building potential (a "think-tank" and/or visiting professors) in support of further study into information/intelligence sharing issues.
     
  • How to stand up the IAIP.
     
  • Who's on First?  Balancing IAIP, TTIC, TSA, NJTTF, and CG Intel.
     
  • Department of Homeland Security: Achieving the Promise of Synergy (Getting All Agencies to Step Up to the Plate).
     
  • Sharing Law Enforcement Information: Overcoming Obstacles in the Beltway.
     
  • Technical topic: Identify/assess some national technical capabilities that will be needed to attain MDA (Drones, Sensors, INTs, etc…).
     
  • Programmatic topic:  Identify/assess the CG's most prominent intelligence gap(s) and how to fill it.
     
  • Organizational topics:  Identify"lanes in the road" for the National Maritime Intel. Center (ICC) and the MIFCs? Could also look at ICC or ICC vis-à-vis. Area/district Intel staffs.
     
  • Policy topic:  Identify respective roles for CGIP and Navy Intel in homeland security?
     
  • Issues of intelligence sharing and corruption among Latin American partners on the war on drugs/ terrorism. Is it wise to entrust our intelligence methods and information to these highly volatile governments?
     
  • What should the role of CGIS be within the CGIP?  Are CGIS agents and the CGIS program as a whole positioned to support new efforts?  If not, what is the proper structure for CGIS to support such efforts?
     
  • Should the CGIP integrate as much as possible with the other services in terms of jobs?
     
  • How does the rest of the IC view the CGIP? A team player? A strong partner? A drain on the system? And how does that affect efforts to leverage the system and bring information and value added to the Coast Guard as a whole?
     
  • Should the CGIP utilize the Navy’s project EXCEL in developing its workforce?
     
  • How much should the CGIP be involved in intelligence efforts within several new or established organizations: NORTHCOM, JIATF South, JIATF West, all the DoD Combatant and Unified Commands, DIA, CIA, EPIC, NSA, etc.
