HRCOE Overview

HRCOE is responsible for the development and execution of the learning continuum for all active duty and reserve Human Resources (HR) officers. The HRCOE is in the Graduate School of Business and Public Policy (GSBPP) at Naval Postgraduate School (NPS).

Initial efforts include creation of an onsite Introductory Course for officers newly selected for the HR community, to be held at NPS and establishment of a formal mentoring program for HR officers, beginning with HR officers at NPS.

The HR Introductory Course is being developed to familiarize new HR officers with the dynamics and variety of work performed by the HR community they have joined. The intention is to explore the MPTE Enterprise and processes (Demand Chain/Planning-MPTE Production Planning-Supply Chain/Execution), the associated relationships, and the resulting real-life HR “tensions” that influence the flow of Sailors through the operating environment.

As a resource for HR officers, a preliminary HR Reading List is taking shape and is posted on the HR Community webpage. Senior HR officers around the Navy are completing personal reviews on the relevance of each book to the HR community. As books are reviewed the book summary, from the publisher, with the reviews by leaders in our community will be posted on the web. As it matures, the reading list will also contain pre-requisite readings for the new HR Introductory Course and distance support courses in support of our HR learning continuum.

N1 is the community sponsor for the HR community and for the HRCOE. The HRCOE is in alignment with the MPTE mission to anticipate warfighting needs, identify associated personnel capabilities, and recruit, develop, manage and apply those capabilities in an agile and cost effective manner. Initial focus of HRCOE is on the growth and development of HR officers who will fill positions in support of the MPTE mission. Future focus will include providing a repository of HR expertise to assist officers of other designators responsible for performing jobs within HR-oriented competency areas and civilian enlisted HR specialists.
