EDUCATIONAL SKILL REQUIREMENTS

All graduates of the 920 Public Affairs Curriculum must possess basic and advanced functional skills and be familiar with current professional practices in order to fulfill P-Coded billet requirements. Post graduate education in public affairs and associated communication arts fields should concentrate on advanced communication theory, practices, principles, ethics, research and law. Additionally, skill-oriented postgraduate courses (4000-level and above) in journalism, advertising, management, broadcasting and media production, will allow the student to apply their knowledge of theory, principles, ethics, research and law in preparation for future P-coded billet assignments.

P-coded 165X billets are located at senior Navy headquarters commands where a broad range of knowledge and experience are required to successfully complete all duties assigned. These officers must be experienced beyond the level of specific skills. They must understand the national/international environment and the command context within which communication skills must be applied to contribute to the successful execution of all assigned missions.

Each officer must have a complete understanding of the communication arts discipline - within both the military and civilian spheres. Civilian institutions do not include military-oriented instruction, an aspect which is gained through on-the-job training, career experience and military-unique training in the joint service Defense Information School (DINFOS).

Each officer must be able to apply communication theory and practices within the daily context of their assigned billet to support the command's missions and the Navy's priority programs.

The officer must master and apply excellent internal communication practices to improve individual morale and contributions to the command's assigned missions.

Each 165X officer must strive to remain a generalist in their employment of communication theory and practice. Where specialized knowledge is required for unique billets, such as advertising and media production (broadcasting/print) it may be attained through focused training or education, training with industry experience, or follow-on retour assignments within the area of specialization.

Senior Public Affairs Officers must also be proficient communication planners, within both long-term and short-term time frames. Such skills are an essential element within each O-4, O-5, O-6 public affairs officer assignment. This planning must embody all elements of the Total Quality Leadership "Plan-Do-Check-Feedback" cycle.
