EDUCATIONAL SKILL REQUIREMENTS (ESRs)
The officer must know the fundamental concepts of intelligence and the basic functional areas of naval intelligence, joint commands and the U.S national intelligence community, including:
1. The intelligence cycle.
2. Organization and functions of naval intelligence (operational intelligence), organization and functions of the national intelligence community and C4I architectures.
3. Basic analytic tools, threat analysis and intelligence research methodologies and techniques.
4. Capabilities and limitations of computers, application of computers to intelligence including the ability to evaluate new computer software and hardware for use in intelligence. Must be PC literate to include
common word processing programs.
5. National security objectives of the Soviet Union, Soviet military doctrine and the role of the Soviet Navy in overall Soviet military strategy.
6. U.S security policy and strategy - development and major influences.
The officer must have the ability to apply the intelligence cycle as well as knowledge of the processes by which requirements are defined and information is converted into finished intelligence for inclusion in joint operations/contingency planning and execution.
The officer must be able to analyze the strengths and weaknesses of new intelligence policies and national/joint intelligence architectures and suggest alternatives which recognize the potential affect on DoD programs and objectives.
The officer must know and be able to apply a range of quantitative techniques to national level threat analysis (net assessment, forecasts, gaming, simulation, modeling, etc.).
The officer must have the ability to use analytic skills in problem solving specifically relating to existing and proposed intelligence community systems.
The officer must be capable of understanding and evaluating the utility of intelligence products currently employed by DoD.
The officer must know the Intelligence Community General Defense Intelligence Program (GDIP) and Tactical Intelligence and Related Activities (TIARA) budget systems from their inception as fiscally unconstrained defense guidance to constrained implementation resulting from congressional authorization and appropriation and analyze the affect on DoD and Joint Command programs and policies.
