Educational Skills Requirements (ESRs)

1. The officer must understand the fundamental concepts and be familiar with the basic functional areas of health care law within the Department of the Navy (DON) and the Department of Defense (DOD), specifically with respect to:

a. Health care law and delivery systems.

b. General medicine.

c. Medical malpractice.

d. Forensic medicine and law enforcement.

2. The officer must be able to interpret and apply court decisions and legislation in the health care area as they relate to existing DON/DOD programs and regulations.
