Educational Skills Requirements (ESRs)

1. The officer must understand the fundamental concepts and be familiar with the basic functional areas of military law (advanced)/criminal law within the Department of the Navy (DON) and the Department of Defense (DOD) with respect to:

a. Administrative Criminal Law

b. Criminal Law and Procedure

c. Joint Ethics Regulations/Standards of Conduct

d. Fiscal and Contract Law

e. International and Operational Law

f. Legal Assistance

2. The officer must become an expert in military law as it relates to advising commanders and their staffs, service as legal mentors and senior Staff Judge Advocates in supervisory positions.
